Air Force Personnel Center HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS) in Randolph AFB, Texas

The primary purpose of this position is to ensure that various automated systems support the functional requirements of the human resources, personnel management programs within the regionalized environment. Develops and tests systems change requirements and problem reports to ensure various computer systems are appropriately integrated and support assigned programs. Responsibilities Develops functional specifications for assigned human resources systems, requirements, applications, or enhancements implementing Air Force policies, reengineering efforts, regulations, Comptroller General decisions, and OPM, DoD and AF directives. Represents the Requirements Branch on a variety of working groups and in meetings which focus on the HR data quality, HR information system enhancement, and HR systems activities with a variety of Air Force, DoD, Defense Agencies, Office of Personnel Management and contractor systems and functional organizations. Provides technical and functional guidance and assistance to the Air Force Human Resources Community, Air Staff, Major Commands, and the Air Force Personnel Center on a wide variety of personnel information systems issues. Prepares necessary documentation, correspondence, reports, etc. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0201 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes developing, preparing, coordinating, testing and following-up on changes and/or workarounds to the software of human resources personnel systems. Resolving problems report by the Human Resources community by researching, analyzing and testing the reported problem through the application system. Providing thorough and accurate information and recommendations which are thoroughly researched; supported by trends, findings and analysis; and overseeing program area to ensure its operation is in compliance with appropriate laws and regulations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing Human Resources programs and how they are impacted by other personnel programs, functions and processes. 2. Knowledge of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of HR information system requirement programs and the resolution of problems. 3. Ability to assimilate and translate the logic of personnel management programs into personnel human resources information systems applications. 4. Expert knowledge of human resources information systems, missions, objectives, operating programs, key positions, and administrative policies and procedures across the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive personnel information systems and program issues or complex problems not susceptible to treatment by standard methods. 5. Skill in reviewing, testing and recommending solutions for HR information systems problems reported. 6. Skill in communicating, both orally and in writing, to provide seasoned consulting to customers and other specialists; lead team studies, negotiate complex issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
