The primary purpose of this position is to provide guidance, oversight, planning, policy & resources for materiel management by ensuring SME support on all aspects of the command's materiel management and operations functions for the European Deterrence Initiative (EDI), formally European Reassurance Initiative (ERI) in accordance with AFFOR senior leader direction. Responsibilities Serves as chief technical advisor and program analyst to HQ USAFE-AFAFRICA/A4R on all aspects of Materiel Management operations, planning and execution of the Theater Security Package (TSP), EDI and sustainment issues and processes. Incumbent will be the materiel management focal point to create, collect, monitor and report all issues related to AEF and BOS-I support. Incumbent provides input and enforces command policy and management in support of materiel management personnel. Provides customer Automatic Data Processing Equipment (ADPE) computer support and assistance. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge and skill in applying analytical and evaluative methods and techniques, together with the knowledge of pertinent policies, concepts and procedures affecting logistics functions to plan and evaluate effective logistics support for major programs or projects. Knowledge of Air Force and command organizational structures, missions, programs and functions. A thorough knowledge of the relationship of procurement, distribution, budgeting, funding, programming, maintenance, storage, and disposal of logistical operations is required. Comprehensive knowledge of the logistics materiel and planning support needs of assigned programs, systems, personnel, and components. Knowledge of program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the commands program accomplishments that effect planning actions as related to actual events. This definition of specialized experience is typical of work performed at the next lower GS-11 grade/level or equivalent in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of AF logistics information systems, policies, and procedures to include Materiel Management principles, processes, policies, concepts, and practices and similar European Union regulations governing vehicle configuration and operation on European public roads. Ability to develop, prepare, coordinate, staff, and implement command policies, procedures, programs, and directives for a variety of materiel management operations during peacetime and wartime contingency operations. Ability to gather, assemble and analyze data to prepare materiel management budget estimates to present and forecast fiscal year requirements for Presidential Budget submissions to Congress. Knowledge of the Planning and Programming Budget System (PPBS) and the relationship of the system to the time-phased requirements of various reports and exhibits for the SAF, DOE, OSD, and OMB Knowledge of Theater Campaign Plans (TCP), OPLAN development, and development of materiel management requirements, policies, acquisition, compliance, and procedures in support of EDI/ERI initiatives. Skill in utilizing materiel management data processing systems such as AFEMS, LIMS-EV, DPAS, and Air Force Equipment Management system. Ability to identify equipment that is required to support peacetime and AEF deployment operations. Knowledge and skill to gather, assemble, and analyze facts, draws conclusions, devise solutions to problems, and identify changes and trends in Command Equipment Management and Allowance Standard Management systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
