CITY OF RACINE Environmental Health Specialist in RACINE, Wisconsin

JOB REQUIREMENTS: POSITION: The Environmental Health Specialist/Sanitarian performs diversified technical environmental health duties under the direction of the Public Health Administrator and / or their designee. ESSENTIAL DUTIES: Conduct routine inspections of facilities, such as schools, restaurants, retail food establishments, hotel/motels, public swimming facilities, tattoo and body art facilities, temporary restaurants, mobile food trucks, pet shops, massage parlors, rooming houses, backyard chickens, and vending machines as regulated by state and local ordinances. Review new construction, remodeling plans, and blueprints for permitted establishments regulated by local and state health ordinances. Conduct investigations and risk assessments in response to lead poisoned children. Inspect and investigate dwellings to correct or abate human health hazards or public nuisances. Investigate citizen complaints, answer inquiries, and provide education supporting local and state environmental health ordinances. Interact with epidemiological event responses, including foodborne illness outbreaks, to determine causes and corrective actions. Investigate unlicensed/illegal business operations. Investigate animal bites and issue appropriate orders / warnings / citations for licensing violations and vaccination statutes. Collect appropriate environmental samples for testing, such as water, ice, food, paint chips, and dust. Package rabies specimens for shipment and testing. Write orders / referrals and Municipal Court citations / fines, and summons / complaints for violations of local and state ordinances. Provide testimony in court and administrative meetings regarding environmental health violations. Teach safe food handling techniques in a small classroom setting. Maintain HEPA vacuum rental service. Provide input at case management encounters, departmental meetings, conferences, evaluations, planning committees, and outreach activities. Complete activity / inspection / reports and enter into appropriate databases. Participate in peer review activities and evaluation of program effectiveness. Attend training sessions and meetings to maintain current knowledge of community, environmental, and public health related issues and policies. Maintain a consistent and reliable attendance record. ASSOCIATED DUTIES: Perform other duties as assigned or required. Participate in team and general staff meetings. Acts as a first responder in a natural disaster or any public health, chemical, biological, nuclear, or radiological event. PHYSICAL DEMANDS: Standing, walking, sitting, and stooping. Kneeling, crouching, climbing, balancing and bending/twisting. Reaching, lifting, carrying, pushing/pulling (up to 35 lbs.). Handling, grasping, fingering, filing, typing, and writing. ENVIRONMENTAL / WORKING CONDITIONS: Office and a wide variety of indoor / outdoor environments. Occasional evening and weekend hours. EQUIPMENT: Effective utilization and maintenance of computer workstations, associated equipment and software / database applications, copy center, fax machine, multi-line telephone system, cellular telephone, flashlight, digital / video camera, audio / visual and miscellaneous office / medical / inspection / laboratory equipment. Three (3) years\' work experience with a governmental public health agency. Bilingual proficiency (Spanish / English). Experience working with various racial and ethnic groups. Enhanced familiarity / experience with statistical theory / methods. Experience in public speaking with the ability to present data and other program materials in Microsoft PowerPoint. Registered Sanitarian/Registered Environmental Health Specialist (RS/REHS). Lead Risk Assessor Certification. Pool/Spa Operator Certification. Trained Rabies Observer. KNOWLEDGE, SKILLS, AND ABILITIES: The following core knowledge, skills, and abilities are required / if applicable of all personnel: Working knowledge of / initiate referrals to community health care providers, social service, and advocacy agencies, and the ability to effectively refer clients as needed. Knowledge of HIPAA compliance standards and all aspects of client privacy practices. Knowledge / experience evaluating health trends and risk factors of target populations. Ability to establish professional relationships with clients, peers, supervisors, and community organization members. Substantial knowledge of, and experience with, Microsoft Office 2007 or newer (Word, Excel, Outlook, PowerPoint, Access, and Publisher), desktop publishing, and the Internet. Ability to analyze data in Microsoft Excel and / or other applicable databases using established criteria to determine significance and assess outcomes. Must be able to compare, count, measure, copy, compute, tabulate, and categorize data. Ability to comprehend, utilize, and implement information from a variety of sources including personnel policies, employee performance evaluations, time study sheets, policy documents, procedure manuals, medical textbooks, and computer software operating manuals. Proficient English language skills including proper spelling, punctuation, and grammar with the ability to pass all required skill tests. Effective oral and written communication skills at all levels of responsibility including clients and their families, physicians, local / state / federal personnel, pharmacists, hospital and jail personnel. Ability to assist in the development, submission, and implementation of successful grant proposals. Ability to interpret, regulate, and enforce state, local, and federal laws, regulations, and rules. Ability to effectively train and coordinate activities of interns and visiting students.
