State of Massachusetts Director of Learning and Development in Quincy, Massachusetts

GENERAL SUMMARY OF POSITION: * Massachusetts’ Office of Medicaid (MassHealth) is seeking a dynamic and detail orientated individual with documented experience in training and program management, development, and program evaluation, to fill the role ofDirector of Learning and Development. Reporting directly to the MassHealth Deputy Chief Operating Officer (COO) for Business and System Operations the selected candidate will oversee the design, development, implementation, and evaluation of comprehensive training plans for all levels of employees within MassHealth Operations, Agency orientation to all new MassHealth hires, Assister program,Massachusetts Healthcare Training Forum (MTFs), external trainings and events. *_Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * Work closely with senior managers to identify training priorities; develop and evaluate training solutions for a variety of MassHealth operational issues. * Direct, assign, and evaluate MassHealth Operations training activity. * Plan and develop the content and method of on-the-job and continuing training for new and current MassHealth staff and various outside agencies, providers, and vendors; and deliver a variety of trainings. * Write and/or review, edit, and approve written and on-line training material and case studies for all aspects of the wide range of complex and continuously evolving MassHealth and Affordable Care Act (ACA) programs, policies, and procedures. * Assess curriculum to ensure validity, uniformity, and clarity. * Manage and direct training activity. Supervise and deploy a staff of ten (10);evaluate and assign training requests to individual trainers; motivate staff to achieve targets and standards; monitor and evaluate individual trainings; and annually evaluate the performance the training staff. * Manage and direct Assister program, all trainings, and events such as MTFs. * Advise the Chief Operating Officer and other senior leadership on matters that impact MassHealth members and providers. * Identify and implement process improvements to enhance quality and efficiency and achieve budgetary savings; develop metrics and reports to assess performance and inform decision-making. * Other duties, as assigned. _Preferred Qualifications:_ * Extensive knowledge of developing, delivering and operationalizing training programs and curriculum * Extensive knowledge of Learning Management Systems (LMS) * Knowledge of MassHealth policies, programs and procedures and the ability to integrate this knowledge with new and existing IT systems * The ability to manage and sustain multiple and complex relationships and ensure that lines of communication are open. * The ability to work under significant time pressures to meet unanticipated demands. * The ability to develop effective teams, which share information and work collaboratively to solve problems and make decisions. * Demonstrated sound judgment with ability to take calculated risks. * Strong written and oral communication skills * Strong quantitative and qualitative analytical skills and attention to detail * Ability to work with people from diverse backgrounds * Competency with common software applications, such as Microsoft Office * Project management planning, integration, coordination and monitoring. * Bachelor’s Degree with a major in business administration, business management, public administration or other relevant areas. * Experience managing a budget and working in a limited-resource environment * Experience with complex Information Technology systems * Planning, convening, directing, supporting and overseeing cross-agency project management teams. _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying.
