Summary Employee will serve as a Supervisory Laundry Operations Specialist - Textile Care Manager within Environmental Management Service located at the Veterans Healthcare System in Queens, NY. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION This position has full responsibility for the managerial and technical activities for the business operation of the Consolidated Textile Care Processing Facility (TCPF) servicing the healthcare needs of various VA Medical Centers and associated Community Based Outpatient Clinics. Duties will include, but may not be limited to the following: Directs budget and business plans, monitors operating and equipment expenditures and capital improvements. Oversees staffing, product and service quality, customer satisfaction. Manages textile inventories and distribution of TCPF operations; manages contract and develops needed revenue generating policies and procedures. Oversees procurement of all equipment, textiles, supplies, material inventories, and installation of equipment and services; uses data results to make adjustments in usage and purchasing. Determines and tracks delivery routes to each customer and make adjustments as needed. Conducts quantitative and qualitative studies to resolve problems and the effectiveness and efficiency of laundry operations and textile programs, and to improve performance and customer satisfaction, and to develop short- and long-range plans. Uses various analytical methods to include workflow charting such as Program Evaluation and Review Technique (PERT) chart, task analysis, trend analysis, regression analysis, and economic analysis. Develops comprehensive reports and recommends solutions to problems that impacts productivity and accountability. Interviews and selects applicants for employment and promotion, evaluates staff performance, ensures employees complete mandatory and in-house training, enters leave and attendance. Prepares and completes time sensitive reports that measure the performance of the operation, including the staff and training requirements. Maintains awareness of workflow, delivery schedules, and notes the development of backlogs and delinquencies in output, determines their cause, and taking corrective action. Ensures drivers are compliant with Department of Transportation regulations (e.g., vehicle inspections, safety, driving time limits, etc.) Assures policies and standards are adhered to for the handling of toxic, and highly contagious bio-hazardous waste and sharps. Serves as liaison between laundry operations and textile customers, National committees, Assets Management personnel, Textile Quality inspectors, trainers, etc. Performs other duties, as necessary. Qualifications SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience includes leading a team of staff directly involved in laundry operations and textile programs in a healthcare environment, performing the following: Conducting quantitative and qualitative studies to resolve problems, to analyze the effectiveness and efficiency of laundry operations and textile programs, and to improve performance and customer satisfaction; Utilizing various analytical methods to include workflow charting such as Program Evaluation and Review Technique (PERT) chart, task analysis, trend analysis, regression analysis, and economic analysis. Handling procurement of all equipment, textiles, supplies, material inventories, and installation of equipment and services; and Developing comprehensive reports based on analytical analysis and recommending process improvement and solutions to problems that impacts productivity and accountability. A Quality Ranking Factor* has also been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: Preferred Certifications: 1) Association for Linen Management (ALM); 2) Certified Registered Laundry and Linen Directors (CRLLD). (Certifications Required to receive credit) *Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. NOTE: Selectee will be required to complete the ALM certification courses for CRLLD. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Analytical Reasoning Budget Administration Product Evaluation Production and Processing Quality Ranking Factor IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. PHYSICAL REQUIREMENTS: Requires moving throughout the healthcare system and any areas outside the medical center. Position regularly involves long periods of walking to various areas providing support, as well as bending, sitting, stooping, and moving equipment. The majority of the work is performed in an office setting, however, the employee is expected to round the facility multiple times per day. Position requires travel to visit each customer quarterly.
