Responsibilities Serves as the Marine Corps Sports and Recreation Program Manager for Semper Fit (MFS) / Warrior Athlete Readiness and Resilience (WARR) of the Marine and Family Programs Division (MF), Manpower and Reserve Affairs Department, Headquarters, U.S. Marine Corps (HQMC). This position supports the Marine Corps Total Fitness efforts across the enterprise. Develops and implements procedures and policies for all higher-level Marine Corps Sports, Recreation, and Athletics programs. These programs encompass a broad range of activities in support of installation, service, inter-service, national, and international sports competitions. Incumbent develops methods, approaches, and procedures for optimizing the Marine Corps Sports programs. Duties include but not limited to, writing, reviewing, and overseeing higher-level Marine Corps sports policies and procedures. Selects and evaluates coaches. Evaluates individual sports program processes and achievement. Prepares and executes budgets and financial plans. Works to develop corporate sponsorship where authorized. Works with COMMSTRAT to develop annual marketing and communication plan for the program and ensures the timely release of information. Prepares varying types of correspondences, program briefs, and reports to include MARADMINs, letters of instruction, information papers, and presentations. Provides written and oral responses to program specific inquiries. Drafts and publishes MARADMINS and other releases following established formats and administrative protocols. Maintains relevant content on MCCS website related to All-Marine and Higher-Level Sports Program. Serves as USMC representative to Armed Forces Sports Program Working Group and other position-related groups and organizations, manages team rosters, travel, uniforms, and serves as USMC service representative for Armed Forces Sports and other events. Serves as Contracting Officer Representative (COR) for program-related contracts, supporting marketing and promotion of Marine Corps sports programs, and providing guidance, advice, and assistance to installations and MFS leadership. This position works to improve the readiness, lethality, and resilience of the force in all domains of fitness ¿ physical, mental, spiritual, and social Incumbent also serves as a supporting subject matter expert and advisor for Intramural and Youth Sports programs. Supporting duties include the design, implementation, and modification of policies, programming, and staffing requirements that mitigate risk, improve safety, expand participation, and grow the value of Installation Sports programs for Marines, commanders, and authorized patrons. Works with Semper Fit Branch team to conduct regular meetings with Installation program leaders to elicit best practices, general feedback, and opportunities for improvement. Works to create alignment between Installation Sports and All-Marine Sports to ensure the safety of our Warrior Athletes and expand the talent pool for All-Marine Sports team selection. Works to develop sponsorship opportunities for Intramural and Youth Sports programs as applicable. Budgeting Formulates, administers, and monitors the annual operating budget for All-Marine Sports and for Installation and Youth Sports activities. Identifies cost centers. Processes purchase requests for procurement of equipment, uniforms, and supplies for each sport within approved budgetary funding levels. Processes and approves all travel for Marine athletes and coaches, adhering to funding authorizations through an automated travel system. Reviews and analyzes programs for operational efficiencies, cost avoidance, where applicable. Monitors expenses. Establishes proactive controls to realize ensure budgetary objectives. Will travel to oversee the All-Marine Training Camps, Armed Services Tournaments, competitions, complete work assignments, and conduct or attend training, conferences, and meetings (50%). May work fluctuating work schedule to complete work assignments outside of the typical work - week and work hours. Perform other duties as assigned. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor's degree in Sports Management, Physical Education, Exercise Science, Sports Psychology, Education, or a related field required AND 5 years of high school and or collegiate sports administration/management OR equivalent experience in professional, elite, or Olympic level sports and athletics. Master¿s degree or higher preferred. Collegiate coaching experience is preferred. Collegiate playing experience preferred. High School multi-sport athletic playing experience preferred. High School coaching experience preferred. Demonstrated experience in athletic talent scouting, assessment, and data analytics. Experience with writing and evaluating policy and procedures required. Experience with electronic data and video management software platforms. Experience with operating, or the ability to learn and operate the Defense Travel System required. Experience and ability in designing, teaching, and training team strategy and individual sport skills. Experience in teaching, training, and evaluating coaches. Demonstrated experience with managing team and athletic program budgets. Knowledge of multi-sport facility maintenance and playing requirements required. Experience teaching sports officiating preferred. Administrative experience in recreation level Adult and Youth Sports programs preferred. Experience with sponsorship and development programs preferred. Experience with managing sports camps preferred. Must possess a working knowledge of Microsoft office software package and ability to generate reports. Ability to solve problems and suggest solutions through critical thinking processes. Ability to prioritize effectively to meet deadlines in a complex, challenging environment. Skill to communicate effectively orally and proficient in writing with executive level reports and briefs at Headquarters and external agencies.
