Responsibilities Serves as Program Analyst for Marine Corps Child and Youth Programs in the Family Care Branch, Marine and Family Programs Division, Manpower and Reserve Affairs Department, Headquarters Marine Corps. Responsible for Child and Youth Program reporting requirements to include: independently collects, reviews, and analyzes child care data and prepares reports for the Child and Youth Program Manager, Marine and Family Programs Division, Assistant Secretary of the Navy, Manpower and Reserve Affairs, and Office of the Secretary of Defense Office of Military Community and Family Policy. Develops, maintains, and monitors Child and Youth Program data from field activities such as: services required and provided, program costs, staffing, facilities, programs utilization, patron demographics, and service needs assessments. When required, provides technical assistance to field activities on matters related to overall program data collection, maintenance and reporting. Prepares assessments and performs program analyses of system effectiveness. Develops procedures for evaluation of data, performs statistical evaluations, and identifies significant trends and issues. Forecasts and estimates program requirements, and prepare reports with budgetary, statistical and narrative data for top-level presentations and briefings. Communicates information to ensure findings are considered in overall planning for Child and Youth Program Drafts proposed changes to Marine Corps directives and operational guidance for Child and Youth Program as they relate to reporting systems and requirements. Conducts special projects. Represents the USMC at DoD conferences, meetings, and planning sessions to provide the USMC position and ensure that USMC interests are considered in decision-making. Maintains liaison with other military departments, professional organizations, the public and private sectors with regard Child and Youth Program. Recommends changes to Child and Youth Program related program plans and may project proposals to see that all statutory and regulatory requirements are met and to ensure that changes do not include provisions contrary to basic law. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies. Maintains extensive contact with other program analyst within the Marine Corps and officials of other related agencies and organizations to: resolve problems, advise on and render technical assistance in areas such as: changes or improvements in Child and Youth Program related objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service. Plan, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Monitors programs on a regular basis and initiates corrective action to ensure support of operations. Develops long range plans in conjunction with internal operating directives. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse. Performs other related duties as assigned. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor's Degree in Early Childhood Education, Education, Social Sciences, Business or a related field appropriate to the work of position AND three years of experience in a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Knowledge of administrative practices and organizational procedures common to military child development programs. Knowledge of and ability to analyze program and statistical information and recommend solutions or appropriate action to improve program efficiency and effectiveness. Knowledge of automated management information systems, and skill to train employees to use systems. Ability to evaluate and implement interrelated automated reporting systems used for childcare management, resource and referral. Skill in oral and written communication to prepare, present recommendations and solutions on reporting systems issues and problems based on analysis and evaluation. Prefer experience utilizing Naval Correspondence formats. Ability to establish and maintain effective relationships with and gain the confidence and cooperation of supervisors and managers to accept proposals. Ability to coordinate and interact with numerous activities and various echelons both within and outside the Marine Corps. Telework: Eligible for incremental telework as determined by MF policy.
