U.S. Army Medical Command HUMAN RESOURCES ASSISTANT (MILITARY) in PYONG TAEK, South Korea

Summary About the Position: Serves as an HR Assistant for the MEDCOM Readiness office providing personnel readiness management, personnel information management, and personnel management services. This position is NOT authorized LQA (Living Quarters Allowance) or PCS cost. NOTICE: Please carefully read ROK entry requirements in "How to Apply" section. Responsibilities Works directly with the Brigade S1 to conduct strength management operations based upon knowledge of organizational needs, current assignment guidelines and the Commander's intent. Administers and provides operational oversight for all Army Medical Department (AMEDD)specialty pay contracts on peninsula. Assists with the development of program guidance and instructions on the use of the Defense Integrated Military Human Resource System (DIMHRS) and the Defense Medical Human Resources System Internet (DMHRSi). Assists the Brigade S1 in managing the master Enlisted and Officer Evaluation Report (NCOER/OER) Rating Schemes for Active Duty Service Members assigned to 65th Medical Brigade/MEDDAC-K theater-wide. Perform general office automation and housekeeping responsibilities within the context in connection with the above stated responsibilities. MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment. If you have returned from OCONUS within the past two (2) years or less, your time previously served in the OCONUS area will be credited to your five (5) year overseas rotation upon accepting this assignment. This is a TERM position Not to Exceed 2 Years. Position may be filled as a temporary promotion or temporary reassignment NTE 2 Years by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years. Position may be filled as a term appointment NTE 2 Years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year specialized experience equivalent to GS-06 level in the federal service providing or assisting in the provision of personnel readiness management, personnel information management, and personnel management services; providing operational oversight for Medical Department specialty pay contracts; maintaining multiple databases which provide a wide variety of data and information concerning personnel management of Medical Corps, Dental Corps, Medical Service Corps, Nurse Corps, Medical Specialist Corps, Veterinary Corps and Warrant Officers; and managing the master Enlisted and Officer Evaluation Report (NCOER/OER) Rating Schemes for Active Duty Service Members. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. ROK ENTRY REQUIREMENTS K-ETA will be temporarily exempted to the 22 countries/regions listed on the attached document starting from April 1, 2023, to December 31, 2024, as part of a plan to support the revitalization of the tourism industry in relation to commemorating "Visit Korea Year" 2023 - 2024. If a traveler who is eligible for a K-ETA or a K-ETA exemption and still wants to apply for a K-ETA to receive benefits such as not having to submit an arrival card upon entry, he/she may apply for a K-ETA but they must pay the K-ETA fee(s). K-ETA's are good for 2 years from the date it was issued and any previously approved K-ETAs will remain valid until their normal expiration date of 2 years. Special issuance passports for official government travel are no longer needed to enter Korea. Non-U.S. citizens must apply for a country of origin passport. Documents must be original or certified copies. Non-US passport users and non-Korean passport users must comply with ROK requirements. These travelers from a third country must verify and coordinate all passport and visa or K-ETA requirements prior to traveling. In many cases a visa must be obtained prior to travel. International arrivals are no longer required to submit pre-arrival or post-arrival COVID-19 tests. If travelers are experiencing COVID-19 symptoms, a PCR test shall be conducted at a Military Treatment Facility. Personnel assigned to areas not serviced by a military treatment facility may have their PCR test conducted by an alternate civilian facility (airport, civilian hospital, etc.).Recommend taking a self-administered antigen test on day 6/7 following arrival to USFK. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
