Department Information

The Office of Financial Management exists to support the institution's mission by providing a functional campus environment. In general, this includes performing collections and disbursement activities for students, faculty, staff, and outside vendors; generating and preserving financial records of the institution; accounts receivable, accounts payable, cashiering, payroll, grants and contracts, debt payments and Federal Perkins loans, Federal Title IV financial aid, State-funded financial aid and institutional grants-in-aid; develop and enforce policies to ensure that transactions are accurately recorded, that expenditures are made in accordance with State laws, federal grant provisions and contractual agreements, and that University assets are adequately protected from loss and/or misuse, for the enhancement of Colorado State University Pueblo and the learning environment.

Description of Job

This position processes all aspects of payroll for university employees. Duties include analyzing and resolving problems regarding mid-month payroll for student and nonstudent hourly employees and month-end payroll for faculty and staff. This position works independently to compile and verify payroll changes, deductions, job offer amounts, supplemental pay, retirement information, direct deposit information, tax withholding and leave payouts. Additional duties include preparing W-2s on an annual basis and ensuring compliance with Federal and State agencies' requests for information by completing surveys and reports in a timely manner. This Payroll Accountant I provides information to internal and external auditors as needed, as well as prepares exhibits required by the Office of the State Controller and footnotes required by the Colorado State University System Office. This position works directly with Information Technology Services to develop or improve computer processes. The Payroll Accountant I will determine sufficient funds to cover mid-month and month-end payroll and will facilitate a wire transfer from the State of Colorado Treasury Office to the appropriate university bank account.

This position is funded by System funds through fiscal year 2026 for the HCM project. Renewal of position funding is contingent upon continued funding of the project, budgetary approvals, and university fiscal sustainability.

Primary Duties:

Processes all aspects of month-end payroll for faculty and staff

  • Compiles and implements all changes to payroll, and ensures all payments and deductions are properly coded for withholding.

  • Prior to final processing, reviews all changes for month-end payroll and reconciles to payroll system reports. Processes payroll upon completion of reconciliation process.

  • Following month-end payroll, compiles deductions and reconciles with vendor invoices; enters payroll adjustments as needed.

  • Determines sufficient funds to cover month-end payroll disbursements and related vendor payments and facilitates a wire transfer from the State of Colorado Treasury Office to the appropriate university bank account.

  • Meets with terminating employees regarding payroll questions or issues.

Processes all aspects of mid-month student and non-student hourly employee payroll

  • Following mid-month payroll, compiles deductions and balances with vendor invoices. Independently decides when a supplemental processing is necessary.

  • Determines sufficient funds to cover mid-month payroll disbursements and related vendor payments and facilitates a wire transfer from the State of Colorado Treasury Office to the appropriate University bank account.

Completes various reports as required by federal and state authorities

Answers and submits payroll and employment surveys as requested by Federal and State Agencies.

  • Completes employment verification requests upon request.

  • Reconciles monthly PERA premiums and submits report online.

  • Creates and runs reports to generate information for year-end exhibits, footnotes, financial aid inquiries, and census surveys.

  • Provides documentation for internal and external audit requests.

Initiates payment for quarterly state unemployment liability after analyzing invoice and coding employee type.

Investigates questions regarding payroll checks through online banking services and/or image software.

Maintains and updates payroll procedures manual

Works with Information Technology Services to create software enhancements or modify existing processes.

Completes annual income adjustments

  • Adds taxable items that do not occur on payroll, such as car allowances, prizes, life insurance, moving expenses, etc. and verifies Medicare is calculated correctly on these items.

  • Determines Medicare for life insurance by identifying and calculating taxable portion of coverage based on IRS rates

  • Ensures payroll checks issued in previous year are voided correctly and not reported in current payroll amounts.

Salary:

$50,000 - $55,000

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

  • Bachelor's degree from an accredited institution.

  • Two years of payroll processing experience

  • Experience and/or commitment to working in a diverse workplace

Preferred Qualifications

  • Certified Payroll Professional and/or Fundamental Payroll Professional Certification

  • Multi-state payroll processing experience

  • Experience with AIS or Glacier payroll software
