About the Impact Administration Office at CMHHIP (OCFMH)
The Impact Administration Office exists to oversee and manage the operational, financial, and contractual aspects of the workforce hospital-wide. The unit consists of the Nursing and Direct Care Strategy and Analytics Department, Support Services Strategy and Analytics Department, Strategy and Engagement Coordinator, and the Direct Care Contractual Management Department. The Impact Administration Office will support key stakeholders on a wide variety of the Colorado Mental Health Hospital in Pueblo (CMHHIP) strategic goals, change management related to workforce and personnel, budgetary and financial impacts, and hiring and retention initiatives. The unit oversees all administrative and operational processes and procedures for the Administrative Support staff hospital-wide, including the development and implementation of training curriculum, guidance and performance measures. The Impact Administration Office is the primary liaison between CMHHIP and other State Agencies/Departments associated with workforce and quality related initiatives. The Impact Administration Office is instrumental in furthering organizational culture and engagement through strengthening the internal operations and staffing infrastructure necessary to support CMHHIP in a dynamic and evolving workplace as CMHHIP moves to enhance employment, recruitment and retention strategies, and activities. This office leads in the development of the necessary systems, processes, and tools to facilitate, collect, and share knowledge that is essential to CMHHIPs success. About the Position:
This position is responsible for providing oversight of temporary/contract staff, procurement and management for the Colorado Mental Health Hospital (CMHHIP) temporary staffing needs, through the Impact Administration Office (IAO). Additionally, this position is responsible for securing contractual agreements and encumbrances for the critical care needs of the hospital; such as, critical staffing needs for various departments. Under the guidance of the Chief Impact Officer (CXO), this position extracts, evaluates, and analyzes contractual data for use in decision-making by the CXO and CMHHIP leadership. Duties in this position include:Administration and Contract Oversight:
facilitates, implements and provides oversight of assigned contractual agreements for CMHHIP working under the direction of the Chief Impact Officer (CXO)
responsible for identifying and reaching out to internal and external contract administration stakeholders, facilitating contract administration meetings when necessary or requested for in Hospital provider services
is the CMHHIP Liaison working with the Chief Financial Officer as assigned. OCFMH management and external stakeholders in the development of contract language and other contract management processes and or protocol
plays an active role in the operationalization of tactic/sub-strategy adjustments, the design, implementation and training of processes and structures to advance implementation of contract/temporary staffing needs and systemic change related to the workforce under the direction of the Chief Impact Officer (CXO) and applicable stakeholders
Adapts strategies to meet ongoing and crucial contractual staffing needs in collaboration with CXO, HSD, OCFMH Finance, and Human Resource Business Partners (HRBP). Writes policies and procedures as directed to document process guidelines
Provides oversight to the Interdepartmental Contract Associates assigned to CMHHIP programs daily operations including personnel and budgetary expenditures and needs
consults with the CXO of anticipated personnel over-expenditures due to staffing, equipment and software application needs, cost-push inflation or other unforeseen circumstances and make timely requests for budget adjustments to address those needs
analyze data to forecast trends of hospital-wide vacancies and movement by focusing upon resignations, transfers and separations
works collaboratively with the IOA leadership to make data-driven decisions and recommendations for robust temporary/contractual staffing plans for the departments
monitor the performance of contract agencies for matters under its purview including creating and refining the process and procedures; schedule regular and emergency auditing monitoring as needed; conduct monitoring, draft monitor reports and work in conjunction with the IAO analytics team
monitor/compare the assignment of the hospital contract providers with the vacant position they are assigned and meeting and managing funding and identify budget challenges
in consultation with program professional staff, compiles disparate components of the contracts, reviews contracts with the CFO’s office and ensures that required needs of the Hospital are met within the contract prior to them being fully executed and before the current contract term begins
provides technical guidance and direction including interpretation of statutes to CMHHIP professional staff in the formulation of programmatic design and execution strategies that impact contractual and budget administration
acts as a liaison between CMHHIP, CFO’s office, and accounting and will work in collaboration with these departments with any state statute, regular requirements, policy, and business practice needs. Works in tandem with the CFO’s office to ensure that Institute business documents comply with State fiscal, personnel and procurement rules
responsible to follow CDHS procurement processes that may include requests for proposals, and the need for documented quotes
responsible for maintaining Contract Management databases, spreadsheets, and other paper and electronic files within the IAO and provides benchmarking data and reports to the Chief Impact Officer upon request
lead and oversee the movement of contract/temporary staff and positions providing innovative and thoughtful solutions
works in tandem with the Workforce Managers and Nursing and Clinical Staffing Offices to monitor organizational changes, fluctuating staffing patterns, and program staffing requirements and develops change proposals to be incorporated within established processes and procedures as approved by the HSD and CXO
will be the point of contact for appointing authorities to assist with fluctuation of staffing deployment, personnel movement, and licensing needs hospital-wide
work in conjunction with the OCFMH Finance, hospital program leadership and Human Resources Business Partners to receive the requested information and regularly provide the HSD and CXO with a plan of action. The action will include implications of the change (effectiveness and/or deficiencies, implications with regard to regulatory, CDHS and/or CMHHIP policies, standard operating procedures, State Personnel Board Rules, COWINs partnership agreement and budgetary constraints)
works in tandem with the CMHHIP leadership to support contract/temporary to meet staffing changes such as new positions, change requests, and obtains current, applicable CMHHIP departmental organizational charts that are in development and implemented related to the need
work in collaboration with appointing authorities, HRBPs and OCFMH Finance Office with development and/or modifications of Scope of Work for contract temporary staff that will be established from the classification position descriptions for departments served. This position serves as the liaison between CMHHIP, the appointing authority and the OCFMH Contract team during this process
works with CXO and HSD, CDHS programs and department leadership to develop and maintain a standard contract/temporary staffing process to receive referrals, selection, on and off-boarding and performance management for the duration of the contract agreement
collaborates and works in tandem with the CXO, HSD, HRBP team to establish and evaluate recruiting strategies to precipitate contract staff interest of employment with CMHHIP. This position will monitor and analyze data results to determine the effectiveness of current practices. Partners with Workforce Managers in the development of workforce sourcing, recruitment, branding and marketing initiatives in relation to contract/temporary staff recruitment initiatives
provides oversight and develops oversight of efficient management of key processes performed by subordinate staff
attends and participates in CMHHIP committees and interview panels as requested by hospital program leadership and/or designated by the HDS and/or the CXO
oversees all aspects of contract/temporary staff on-boarding, tracking and management of assignment to vacant positions throughout the life-cycle of each vacancy and communicates pertinent information to the CXO and applicable stakeholders
Accounts Payables Administration:
responsible for overseeing and monitoring the receipt and processes and procedures utilized for processing agency invoices and receiving reports for timely payment
monitor the appropriate systems, receiving reports as they are processed and submitted for payments
payments will be tracked in a designated spreadsheet or database that may or may not be shared with the OCFMH Finance Office and monitored for final payment processing in such systems
regularly report to the CXO on the status of this information
responsible for overseeing and monitoring the compliance of all fiscal and year-end deadlines
Supervision and Performance Management:
directly supervises designated and completes first-level signature of performance planning and appraisals (PMPs) for assigned staff
provides appropriate supervision, mentoring, and professional growth and development of staff. Facilitates and encourages unit personnel to make individual commitments to accomplishing the department's mission through task delineation, developing work schedules, adapting the unit structure to change, implementing policies and procedures, employee appreciation/recognition programs, and manages personnel (i.e., orient, train, coach, counsel, motivate, keep current chronological records, performance planning/appraisal).
Encourages teamwork by creating an environment of empowerment and accountability
Provides opportunities for staff development and constructive feedback to employees in order to reward, correct, motivate, and drive a high level of engagement.
Monitors and manages employees’ time and KRONOS activity. Is
actively involved in the recruitment of personnel by participating in Subject Matter Expert (SME) panels and interviewing process; recommend hire, promotion or transfer of positions.
Completes supervisory section of IOJ reports and Incident Reporting form in a timely manner
Conducts supervision meetings with direct reports regularly.
Demonstrates accountability for the proper use of individuals' patient health information
trains and works alongside employees on regularly assigned tasks, new techniques, methods, and standards
assigns an IOA staff as a mentor for guidance and training to contract and new employees.

disseminates information to other disciplines and department leadership regarding directives using effective communication. Collaborates with the CXO and/or HSD in the event of safety and security needs, to ensure safety measures are delivered

working in tandem with Leadership, Staff Education and other subject matter experts to ensure staff competence and compliance with workforce sourcing, recruitment initiatives and support staff meet regulatory requirements, both on a routine basis and when critical needs arise
ensures subordinate staff completes all required annual training and ongoing professional development training (as available)

Four years demonstrated progressive high level functional experience in personnel management, staffing deployment, salary compensation, talent acquisition/management in a healthcare organization with two of the four years supervising a multi-disciplinary team in a complex organizational structure
Demonstrated knowledge of local, state, and federal employment, labor laws and fair labor practices regulations, as well as employee relations, and collective bargaining agreements
Advanced computer, Google Suite/Workspace (Docs, Sheets, Calendar, etc) or Microsoft Office (Word, Excel, Outlook), and HR technology skills and analytical computing applications
Two years of professional experience developing or implementing tools for data collection, collecting and analyzing data, manipulating data to create different reports, graphs, tables, and other visualizations, or an occupational field closely related.
