DESCRIPTION

About the Position

ENGINEERING & CONSTRUCTION SERVICES MANAGER: This senior-level position manages and directs the activities of the ECS Division; coordinating transportation planning, engineering, construction and surveying activities with other divisions, departments and agencies. The position provides oversight on engineering activities, projects, programs and plans; provides highly complex assistance to the Public Works Director; and represents the County on matters related to the administration of road and bridge activities. This position prepares and administers the ECS budget, including the Road Fund's Capital Improvement Program (CIP); participates in the forecast of funding needs; and - in partnership with fellow Public Works managers – participates in directing and implementing strategic plans for the Department and the County.

This is the second-level in the general management series and is distinguished from the first level by the responsibility for a large division or programmatic area within a department, typically encompassing broad or multiple functions, programs and/or services, and participation in department wide planning and prioritizing of programs and goals. Incumbents are responsible and accountable for allocating division resources and funds and collaborating with other divisions, departments and outside agencies to ensure implementation of programs and services. The management of activities and operations is typically achieved through direct supervision of managers and supervisors or coordinators.

ABOUT THE ENGINEERING & CONSTRUCTION SERVICES (ECS) DIVISION:

Engineering &Construction Services (ECS) is a division of the Lane County Department of Public Works. The Division has several program areas and provides a wide array of services to County departments and local agencies. The Design Services Section is responsible for road and bridge design, contract specifications and environmental permitting. The Construction Services Section includes field engineering and inspection, as well as utility coordination and materials testing and laboratory services. The Transportation Planning Section provides short and long range transportation planning and partners with other agencies in both metro and rural areas. Employees in the Surveyor Services Section work on construction and land surveys and on the preservation of government corners. The Surveyor Services Section also provides right-of-way property management for the County.

Schedule : Monday – Friday; 8:00am – 5:00pm

QUALIFICATIONS

Training :

  • Bachelor's Degree.

    Experience :

  • Six years of progressively responsible experience related to area assigned, including supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Physical Requirements:

  • Reaching, grasping, feeling, talking, hearing, seeing, and repetitive motions.

  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

  • Incumbents may be subject to travel.
