Basic Function

The current vacancies are in the Public Works Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Performs engineering and land surveying assignments in construction, design, traffic, surveying, and project administration areas; acts as a lead worker to other Engineering/Surveying Technicians on construction projects and in land surveying, and performs other related duties as assigned. (This is the advanced specialist class in this series. It differs from Engineering/Surveying Technician 2 in that the work may involve assignments that, based on supervisory assessment, require specialized skills or are considered to represent more difficult engineering, or land surveying activities.)

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Examples of Work Performed

  • Perform the duty of survey crew chief on construction and land survey projects in the field and supervise other Engineering/Construction/Surveying Technicians and interns in the surveying of property boundaries, perpetuation and reestablishment of U.S. Land Survey Corners and construction projects using standard surveying and engineering techniques and equipment.

  • Conduct inspections on construction sites, ensuring that material test, strength tests, and other related tests are completed and that the qualities and quantities of the materials used meet contract specifications and code requirements; test gravel, bituminous and concrete materials with various equipment for quality control and interpret soil test results.

  • Work under the general supervision of the engineering and/or land survey staff, review construction plans before the construction season begins, and make recommendations to engineering staff concerning likely changes in construction plans related to cost, quantities and design; make engineering and land survey computations and check the computations of others to determine construction needs, property boundaries and costs; conduct tests and inspections of material quality and quantities during the construction season; following construction season, prepare accounting of expenditures on construction projects, ensure contractors are paid appropriately, and complete other tasks necessary to finish a project.

  • Use AutoCAD Civil 3D, complete the most complex types of design drafting and mapping which includes; completing vertical and horizontal alignments of roads with allowances for driveways and other features, setting curb elevations, and adjusting storm sewer locations to avoid conflicts with utilities; develop pre-design lay-outs; perform computations and property boundary analysis necessary for the preparation of Certificates of Survey, Highway Right-of-Way Plats, Description Exhibits; and illustrative graphics.

  • Work under the general supervision of the engineering staff and County Surveyor identify right-of-way impacts on construction projects; set monuments on easement and county owned property boundaries; assist in negotiating with property owners over easements; and draft temporary and permanent easements exhibits and descriptions.

  • Utilize to full extents state of the art integrated survey systems (robotics and GPS) and make recommendations to the County Surveyor for new survey equipment purchases.

  • Monitor the status of construction funding and accounting by ensuring that federal and state guidelines are followed; by following procedures to move construction funding through County Board Resolutions to the proper accounts; by gathering data necessary to complete requirements for state and federal reimbursement; and by obtaining necessary signatures on contracts and agreements between municipalities, state or federal agencies.

  • Maintain all documents and records related to construction and land survey projects; verify amount of quantities used to ensure that they conform to entries in the record amount; prepare cost overrun and under-run statements; prepare final partial payments; and ensure that all final documentation on projects is organized and stored in accordance with state and federal guidelines.

  • Compile accident data and prepare reports and diagrams for use in transportation system design.

  • Prepare traffic control plans and signing and striping plans for county construction and maintenance projects; complete traffic studies by setting up and monitoring traffic counters, collecting turning movement data, and prepare reports and recommendations for the project engineers on the location and type of traffic control devices.

  • Work with the State Aid highway needs database, adding new segments, eliminating road segments, providing annual updates, and ensuring the accuracy of the database.

  • Examine proposed subdivision plats, Common Interest Community plats and Registered Land Surveys for mathematical accuracy and compliance with state statutes, professional standards, and county ordinances and procedures. Review findings with supervisor and prepares reports to licensed Land Surveyors outlining required or recommended actions.

  • Independently research historic survey records, field notes, property records and engineering records. Perform coordinate geometry analysis to subdivide sections, verify accuracy and establish project coordinates on subdivision plats, right- of- way plats, easements and parcel descriptions, field survey evidence and other documents of record. Prepare complex maps, exhibits or reports that clearly explain findings and conclusions.

Minimum Qualifications

Education: High school graduation or equivalent and completion of a two-year vocational/technical program in drafting and engineering/survey technology, or comparable specialized training.

Experience: Five years of experience as an Engineering/Surveying Technician.

Substitutions: An equivalent combination of education and experience.

Certification/Licensure: A valid drivers license.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for Engineer Tech 3 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as an Engineer Tech 3. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

The names of all applicants who pass the examination with a score of 40 or higher will be forwarded to the department for further consider.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
