Job Summary

The Health Research and Analytics (HRA) business line is currently seeking a full/part-time Operations and Military Planner/Environmental Scientist IV to support our government customer in Portsmouth, VA, this position is located in Hampton Roads, VA . This Public Health (PH) program enables our government customer to maximize readiness through force health protection (FHP) strategies and solutions for current and potential operational public health, preventive medicine, and chemical, biological, and radiological (CBRN) threats. The core scientific and technical capabilities and product lines in this program are to promote Operational and Expeditionary Preventive Medicine initiatives that directly strengthens deployment readiness of the Forward Deployable Preventive Medicine Unit (FDPMU) platform and where commensurate, other operationally unique preventive medicine capabilities. Battelle shall enable these capabilities, products and services by providing Scientific and Technical Information (STI) deliverables, by performing Research, Development, Test and Evaluation (RDT&E), and other Research and Development (R&D) related analytical services.

Provide expert scientific analysis, evaluation, and risk assessment as required to improve readiness through the prevention of disease and injury. Work performed shall include identifying, assessing, and analyzing known or perceived occupational and environmental health hazards; analyzing technical assessments, management, mitigation, and risk communication to optimize medical surveillance; and verifying compliance with both occupational and environmental regulatory requirements. Work shall include the practical application in analysis and review of data on issues such as similar exposure groups, assessing exposures below the detection limit, use of occupational exposure limits (e.g., permissible exposure limit and threshold limit values) and modeling exposure and risk assessment.

Responsibilities

  • Provides high-level subject matter expertise for in the policy, planning, execution, and evaluation of military exercises and operations.

  • Serve as a direct point of contact and liaison between Director, Preventive Medicine (DPM) and other commands/agencies as needed to coordinate DPM, Expeditionary Preventive Medicine (EXPLAT) and FDPMU efforts.

  • Coordinate planning and execution of FDPMU support for various military exercises.

  • Plan, coordinate and advise FDPMU Program Manager on details of exercise integration.

  • Collaborate with the EXPLAT Weapons and Operations Planner regarding the integration of combat skills training and competencies into the larger FDPMU Operational Readiness Evaluation (ORE) process. Contribute to combat skills and threat recognition scenario development.

  • Provide recommendations and develop implementation plans to modernize the FDPMU platform with the goal of making it lighter, mobile, and more adaptable for a more agile and capable response to missions and tasking.

  • Conduct decision analysis and provide recommendations to improve FDPMU response, both personnel and equipment, to new and emerging health hazards and threats that may be encountered across a distributed battlespace and area or operation.

  • Provide technical insight as relevant on the management of a functional FDPMU communications plan.

  • Provides functional expertise in the review, refinement, coordination, development, and execution of operations orders related to the manning, organization, deployment, mission assurance, employment, support, sustainment, and redeployment of the FDPMU to support joint forces in crisis response and contingency operations, and coordinate military-to military and security cooperation exercises, activities, and events.

  • Provide scientific and technical insight to the Operations Planner as relevant on the selection of appropriate personal protective equipment (PPE) for various FDPMU mission sets.

  • Conduct extensive FDPMU Program reviews as may be directed by the Government. Such reviews involve analysis of program management efficiency, platform training program proficiency and effectiveness, program funding and fiduciary oversight as well as other discreet elements as may be directed to ensure optimal platform readiness. Prepare and deliver comprehensive decision analyses to applicable stakeholders.

  • Collaborate with FDPMU Government leads on new technological developments to improve warfighter lethality and survivability. Analyze new and emerging technologies with potential scientific application to the FDPMU platform. Identify opportunities to refine FDPMU CBRN practices and protocols that advance platform relevancy with to the warfighter operating from distributed battlespaces.

Responsibilities

  • Conduct extensive literature reviews that focus on real-world events and climate conducive to the design and development of complex full-scale Operational Readiness Evaluation (ORE) exercises, largely fictitious, that challenge FDPMU participants to distinctly demonstrate the knowledge, skills, and abilities (KSAs) necessary to execute operational capabilities inherent to the platform. Develops, constructs, and manages all aspects of a comprehensive products library containing but not limited to the exercise storyboard; realistic exercise message traffic and daily situational reports; an array of highly technical real-world exercise scenarios that align with stated FDPMU capabilities and Navy Mission Essential Tools (NMETs); detailed playbooks, manuals and handbooks required for ORE execution as well as training materials created and used in pre-exercise orientation sessions. Prepares and delivers exercise performance assessments, analytical summaries, After Action Reports and other associated products that identify exercise strengths and areas for improvement to FDPMU Program stakeholders.

  • Research and develop related topics into table top exercise materials suitable for supplemental scientific and technical FDPMU training.

  • Review the Joint Lessons Learned Information System (JLLIS) and other similar military repositories to identify lessons learned that can be applied to improve expeditionary primacy of the FDPMU and associated platforms.

  • Collaborate with the Government to identify deployment health issues, including occupational and environmental concerns, and CBRN threats and conduct technical and scientific assessments to develop recommendations to mitigate issues and concerns of operational preventive medicine importance.

Key Qualifications

  • B.S. in a related discipline with a minimum of 8 years of experience (5 yrs with Master's degree), 5 years of experience operating in a DOD environment.

  • Familiar with a variety of the field’s concepts, practices, and procedures.

  • Experience developing Concepts of Operations.

  • Experience planning and conducting military operations.

  • Experience coordinating the logistics and partnerships necessary to support military exercises and operations.

  • Experience working in joint environments and with multiple services, commands, and/or agencies simultaneously.

  • Ability to obtain and maintain a U.S. government security clearance.

Preferred Qualifications

  • Master’s degree preferred.

  • 10+ years of experience operating in a DON environment in special operations as senior leader.

  • Familiarity with the in-theater requirements and operations of expeditionary units.

  • A solid and demonstrated understanding of operating in an expeditionary environment.

  • 10+ years’ experience training, leading and executing small unit tactics on and off the battlefield.

  • Familiarity with senor level military leadership and operations and the demonstrated ability to train other service members with varying degrees of experience.

  • A solid foundation of staff planning to develop operational CONOPs for deploying units and integration briefs for receiving units.
