Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct Hire Auth 5 U.S.C. ยง 9905, 9/30/2025 to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities You will work under the general supervision of the Operations Manager for Navigation Division who provides broad general direction regarding the objectives and results desired. You will be directly responsible for all technical, professional, and administrative functions of the U.S. Moorings facility and the maintenance of the various floating plant facilities within the Channels and Harbors Project. The work requires exercising expert professional and administrative knowledge and ability in accomplishing Facilities Management within the framework of general policies and operational directives from higher authorities. You will collaborates with chiefs of other Sections within the Channels and Harbors Project to negotiate, decide on, and coordinate work-related changes affecting the maintenance of the nation's waterways. Requirements Conditions of Employment Qualifications About the Position: As the Chief of the Plant Maintenance Section, you will lead a team of highly qualified, interdisciplinary experts in the fields of ship repair and maintenance, as well as facilities management. Moreover, the incumbent will work collaboratively within a team of leaders responsible for the maintenance of the nation's waterways, providing the backbone the U.S. Waterborne Commerce. Specialized Experience is defined as: Experience overseeing plant maintenance facilities associated with the maintenance and repair of large sea going vessels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
