Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Chief of Management and Disposal (M&D) Branch, exercising delegated authority and responsibility for the technical and administrative direction and supervision of the functional responsibilities of the branch. Formulates plans, policies, and procedures to implement laws, regulations, and directives. Responsibilities Plans, directs, administers various Real Estate projects and programs through subordinate branch and field project office(s) Plan work to be accomplished by subordinates, evaluate work performance, improve production or increase quality of the work directed. Makes periodic comprehensive evaluation of overall real estate program goals and objectives and needed adjustments to broad program objectives. Conducts and/or participates in meetings with personnel of Federal, state, and local governmental agencies, corporations, companies, associations, HQUSACE, division office, etc., regarding all functional Real Estate Division activities. Prepares and certifies plans for the acquisition and associated expense of Lands, Easements, Rights-of-Way, Relocations and Disposal sites (LERRD). Participates in solving more difficult real estate and appraisal/real estate management problems (e.g., non-compliance with prior agreements, transactions involving large industrial, commercial, and mineral properties, etc. Responsible for planning, scheduling, directing, coordinating, advising, supervising, justifying, and reviewing the District’s real estate Planning, Acquisition and In leasing Program activities Performs a full range of supervisory duties. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Assisting with the acquisition of real property by lease for federal agencies; Directing compliance inspections, utilization reviews, executive order and GSA surveys, encroachment and trespass resolutions, land title disputes, boundary line resolutions, and real estate claims; Overseeing the investigation and resolution of unauthorized uses of government owned/controlled real property (encroachments); preparing or planning for the preparation of contractual real estate documents of marked complexity; Assigning work to subordinates, developing performance standards, and providing coaching, mentoring, and guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. A one-year supervisory probationary period may be required.
