Kaiser Permanente Senior Manager, Community Health in Portland, Oregon

Job Summary:

Leads teams in planning and organizing the market-wide delivery of short and long range community initiatives and focus areas, ensuring alignment with community health priorities and organizational goals. Manages the development and implementation of community health strategic plans. Leads teams in building and maintaining complex relationships with stakeholders including non-profits, for profits, elected officials, public agencies, and other key community and internal stakeholders to engage in strategic community health work. Leads communication of KPs position and commitment to community health to internal and external audiences. Leads community health grantmaking and investments by leading team in developing highly complex, innovative charitable contribution strategies in alignment with other community health priorities. Ensures accountability that all programs and activities are in compliance with legislative, regulatory, and KP policies, and promoting a speak up culture. Guides teams in market-wide portfolio assessment, budget analysis, and preparation of community health spending plans.

Essential Responsibilities:

  • Creates and advocates for developmental opportunities for others; builds collaborative, cross-functional relationships. Solicits and acts on performance feedback; works with leaders and employees to set goals and provide open feedback and coaching to drive performance improvement. Pursues professional growth; hires, trains, and develops talent for growth opportunities; strategically evaluates talent for succession planning; sets performance management guidelines and expectations across teams / units. Oversees implementation, adapts, and stays up to date with organizational change, challenges, feedback, best practices, processes, and industry trends; shares best practices within and across teams. Fosters open dialogue amongst team members, engages, motivates, and promotes collaboration within and across teams; motivates teams to meet business objectives. Delegates tasks and decisions as appropriate; provides appropriate support, guidance and scope; encourages development and consideration of options in decision making; fosters access to stakeholders.

  • Manages designated units or teams by translating business plans into tactical action items; oversees the completion of work assignments and identifies opportunities for improvement; ensures all policies and procedures are followed; partners with key stakeholders and business leaders to ensure products and/or services meet requirements and expectations while aligning with departmental strategies. Aligns team efforts; builds accountability for and measuring progress in achieving results; assumes responsibility for decision making; fosters direct reports to resolve escalated issues as appropriate. Communicates goals and objectives; incorporates resources, costs, and forecasts into team and unit plans; ensures matrixed resources are fulfilling service or performance requirements across reporting lines. Removes obstacles that impact performance; identifies and addresses improvement opportunities; guides performance and develops contingency plans accordingly; influences teams and units to operate in alignment with operational and business objectives.

  • Guides budgeting and financial planning by: driving community health operations, grantmaking, and budgets for individual initiatives and overall portfolio ensuring that community health objectives are attained and within approved budget parameters; guiding teams in market-wide portfolio assessment, budget analysis, and preparation of community health spending plans; and aligning and monitoring community health funded programs with community health strategy and reviewing, developing, and advancing business cases affecting current and future organizational performance.

  • Leads community health grantmaking and investments by: overseeing administration of and presenting at market charitable contributions committee meetings, training, and orienting committee members; developing teams strategy design decisions using multiple sources of data and ensuring learning is incorporated into strategy design decision making; serving as a lead expert regarding charitable contributions programs/initiatives, including investments, in-kind, and business operational assets, and providing consultation, technical assistance, and leading complex training sessions as needed; ensuring all program evaluations of current grantmaking are feasible and will contribute to strategy design decision making and working with expert evaluation consultants to develop program evaluations, including managing contracts with expert evaluation consultants; forecasting future needs and leading team in the development of grants, including scoping, inviting, analyzing, developing recommendations, presenting to committees; and leading team in developing highly complex, innovative charitable contribution strategies in alignment with other community health priorities.

  • Leads communication strategies by: guiding communications between KP and management in community agencies regarding health programs; leading communication of KPs position and commitment to community health to internal and external audiences; leading teams to identify corporate marketing, community relations outreach, and media opportunities to increase visibility of community health portfolio and programs; facilitating regular communication with internal and external stakeholders through regular reports and presentations as needed to communicate the impact of community and social health initiatives; leading teams in the development of communications strategies to update programs, related stories, factsheets, press releases, and news articles; representing KP by leading others in participating in collaboratives, working groups, advisory boards, committees, panels, conferences, and planning groups; and educating and influencing community leaders by ensuring KPs value and commitment to communities served.

  • Leads community health program management by: developing, leading, and driving impact of community health programs in KPs Community Health Program, including planning, design and operations of national and/or market internal and external initiatives that address community wellbeing based on business priorities, community health needs assessment, and/or community engagement; leading teams to ensure that all community health programs and activities meet the needs of KPs diverse communities; developing and leading community health strategies and programs across the market, including philanthropy, in-kind, and/or community health improvement programs at the local and/or market level; leading teams in planning, and organizing the market-wide delivery of short and long range community initiatives and focus areas, ensuring alignment with community health priorities and organizational goals; and leading the design, development, and implementation of programs that measurably improve community health and support the organizations tax-exempt status.

  • Leads regulatory compliance by: ensuring accountability that all programs and activities are in compliance with legislative, regulatory and KP policies and promoting a speak up culture; and ensuring accuracy of information included in all regulatory, governmental, and KP reports and leading team report writing and submission of all regulatory reports.

  • Leverages organizational resources by: utilizing advanced expert knowledge in leveraging and prioritizing in-kind resources from KP, including technical expertise, programs managed by KP, and operational assets (e.g., hiring, investments, purchasing) to connect to, support, and improve the health of KP communities and organizations and leading teams to identify opportunities to engage in bi-directional learning from stakeholders.

  • Builds stakeholder relationships by: leading teams in building and maintaining complex relationships with community leaders including non-profits, for profits, elected officials, public agencies, and other key community and internal stakeholders to engage in strategic community health work; engaging market and program office leadership and other key internal and external stakeholders to lead execution of community health strategies; leading team(s) in fostering collaborations with community health partners to leverage existing and build new relationships with community organizations to advance KPs mission; leading work groups involving members of different departments to build and foster partnerships between health plan, care delivery, and community organizations that serve identified populations; and facilitating collaborative and strategic partnerships with philanthropic, policy, public health, and academic organizations to advance shared missions.

  • Leads strategic planning by: managing the development and implementation of community health strategic plans; leading, planning, and implementing national and market community health programs, projects, and initiatives; guiding the strategic development and implementation of a market wide integrated community health plan which supports the organizations strategic imperatives and ensures alignment to local medical service area needs; and supporting market and national teams and Communities of Practice to lead teams in developing and implementing innovative approaches to population health improvement.

    Minimum Qualifications:

  • Minimum three (3) years of experience managing operational or project budgets.

  • Minimum five (5) years of experience in a leadership role with or without direct reports.

  • Bachelors degree from an accredited college or university AND minimum eight (8) years of experience in government, public health, health services, economic development, community/social/human services, or related field OR Minimum eleven (11) years of experience in government, public health, health services, economic development, community/social/human services, or a related field.
