Summary About the Position: The position is located in the Veterans Affairs Support Division. This is a key staff position serving to assist and advise the employees and leaders of the Veterans Affairs Support Division as the Administrative Officer performing a full range of administrative support to include payroll, travel, training, records management, property management, government purchase card activities, personnel management, and recruitment activities. Responsibilities Lead in the planning, directing, and coordinating of the procedural and administrative functions within the Veterans Affairs Support Division. Providing technical advice, training, and coordination of work performed by the organizations administrative positions. Directing, coordinating, and monitoring administrative functions for short- and long-range planning necessary to provide responsive support to the organization and outside activities and supported agencies. Providing advice, counsel or instructions to employees and supervisors on both work and administrative matters. Serving as the program coordinator for several key organizational programs. As the Action Officer for the organizations workforce development, plan and execute the on and off boarding program to include the sponsorship program, and succession planning. Evaluating and analyzing procedures and policies to improve effectiveness, and to ensure compliance with managerial and regulatory directives. Overseeing the administration of the organizations awards programs to include the NWD regional awards and National-level functional awards. Serving as action officer/liaison between the Personnel Office and organization pertaining to all aspects of personnel management, organization/realignment, organization structuring, position management, etc. Preparing and defending manpower requirements to include justification of current or requested spaces and grade level structures. Serve as the administrative team lead and mentor to up to 15 administrative positions and direct supervisor of up to three direct reports. Serve as a subject matter expert in all administrative matters and processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications GS-11: Specialized Experience: One year of specialized experience which includes 1.) preparing a variety of administrative and personnel reports and responses regarding matters such as manning, human capital needs, budget, travel, and training; 2.) utilizing a variety of office suite software and tools to monitor, track and report on operational, administrative and personnel related matters; and 3.) assisting in a human capital/recruitment efforts such as scheduling interviews, preparing candidate files, compiling reference checks, preparing incentive documents, and onboarding. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Organizational Management, Human Resources Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications GS-12: Specialized Experience: One year of specialized experience which includes 1.) advising management officials, as well as clerical, and other administrative staff and on human capital, administrative, and resourcing matters; 2.) coordinating and organizing multiple competing human capital and administrative priorities to ensure they are on task and executed within established time frames 3.) collaborating and partnering with clerical and administrative staff on various personnel, organizational, and resourcing matters such as recruitment, budget, manning, business operations, and training, to ensure continuity of the business unit and administrative operations and; 4.) utilizing a variety of tools, resources, and office suite software such as spreadsheets, reporting tools, share point, operational guides, etc., to effectively manage, track and execute business operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
