APEP has five End of Program Outcomes (EOPOs) that are expected to be achieved:

Gender equality, disability social inclusion (GEDSI), Climate Change, Locally Led Development and First Nations engagement are priority policies in the Australia-Papua New Guinea Development Partnership Plan 2024-2029 which must be integrated into all APEP engagement areas (pillars).

About the Opportunity

This role forms part of the APEP executive team and is responsible for leading the Partnerships & Performance Division. This includes oversight and supervision of teams working to deliver APEP’s MERLA, GEDSI, Communications, public diplomacy (PD) and engagement and functions.

The role is also responsible for ensuring that APEP adequately integrates DFAT’s other key policy priorities of climate change, locally led development and First Nations engagement.

The role will supervise and manage the performance of a diverse team which includes both international advisers and national staff.

The Team Leader will lead and manage this portfolio of programs and program teams to ensure they are implemented in accordance with annual work plans and milestone deliverables and international development standards.

The role requires an experienced leader who can effectively engage, collaborate and influence across all of APEP’s pillar teams to mainstream all of the cross-cutting areas and help to deliver a cohesive and connected partnership.

Key responsibilities

  • Oversee the efficient and effective delivery of APEP’s cross-cutting functions including GEDSI, MERLA, Communications, locally led development, climate and First Nations engagement.

  • Collaborate and engage effectively across all APEP teams to mainstream GEDSI, Climate and Locally Led Development into APEP planning and programming.

  • Oversee the implementation of Monitoring and Evaluation Frameworks (MEFs) which link to program outcomes and are underpinned by strong data and evidence.

  • Oversee the implementation of APEP’s GEDSI strategy and plan across all areas of the partnership.

  • Oversee the delivery of a high-quality communications and public diplomacy to the Australian High Commission.

  • Play a lead role in coordinating and delivering APEP’s key reports – includes six monthly and annual reports, and Annual GEDSI Progress Report.

  • Work collaboratively across all APEP areas to develop an Annual Work Plan and budget for the Partnerships & Performance Division.

  • Effectively manage and administer the Partnerships & Performance budget – includes accurate monthly forecasting of expenditure.

  • Effectively manage the performance of all Partnership & Performance Division team members, ensuring performance issues are proactively addressed and professional development opportunities are sought where appropriate.

  • Manage and deliver subcontracts and grants in accordance with Commonwealth Procurement Rules.

  • Oversee APEP’s safeguarding function to ensure 100% compliance with DFAT and Abt Global safeguarding policies.

  • Develop and maintain excellent relationships with stakeholders including Australian High Commission, Government of PNG and delivery partners.

  • Coordinate effectively with other PNG programs to identify opportunities for collaboration.

  • Work alongside PNG partners to develop capacity in areas such as GEDSI and MERLA as required.

  • Effectively track, manage and report risks related to the Partnerships & Performance Division.

  • Support and foster a positive team culture and act as a role model for Abt values and respect at work.

  • Support the Program Director with other duties as required.

Key deliverables

  • Partnerships & Performance Annual Work Plan and Budget.

  • Monthly progress and budget reports.

  • Six Monthly Progress and Annual Performance reports, including Annual GEDSI progress report.

  • Strategies for GEDSI, Communications, Locally Led Development and Climate – reviewed and updated annually.

  • MERLA Plan and MEFs – reviewed and updated annually.

  • Annual Performance Assessments (APA)s for international TA and Atlas goal setting and review for locally engaged staff.

Key working relationships

  • APEP Director and other Team Leaders.

  • Relevant AHC representatives.

  • Relevant GoPNG representatives.

  • Key Abt PNG Management Services staff including legal, risk and GEDSI.

  • Abt Associates Brisbane Head Office Corporate teams.

About You

Mandatory

  • Demonstrated experience integrating key cross-cutting policies or themes into a large and complex program.

  • Exceptional verbal and written communication skills – including the ability to influence others and produce high quality reports.

  • Excellent project management skills including proven ability to manage and prioritise multiple tasks.

  • Outstanding stakeholder and relationship management skills.

  • Demonstrated ability to effectively manage a large team and foster a positive team culture.

  • Demonstrated ability to implement DFAT’s priority policy commitments in areas such as GEDSI, MERLA, climate and locally led development.

Desirable

  • Experience working in PNG or the Pacific Islands.

  • Experience working on a large, multi-sectoral international program
