Abt Global Inc. Program Delivery Lead - Health Security and Provincial Health Authority (PHA) Support | PATH in Port Moresby, Papua New Guinea

  • Duration of contract: Up to 30 June 2025 with scope for a client-determined three year extension to end June 2028

  • Preferred location: Port Moresby with provincial travel as required. Consideration will be given to an overseas-based role.

  • Preferred Long Term role with consideration given to a more flexible arrangement.

About the Program

The PNG Australia Transition to Health (PATH) is a health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. The program is an innovative and challenging investment to support the people and government of PNG to improve health outcomes, working with and supporting multiple projects engaging with the PNG health sector.

The initial contract for the program is five years (2020 to 2025) but the client will soon be deciding whether to extend for a further three years as provided for in the contract.

Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.

PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH’s end of investment outcomes (EOIO) are:

  1. PHAs more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.

  2. DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.

PATH’s intermediate outcomes address PHA leadership; women in leadership; and essential health services.

PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.

Position Context

PATH’s primary focus is on the continued delivery of quality health services to the people of PNG through strengthening health systems at the provincial level with a subset of PHAs. Core themes for the program are transition – the degree to which externally-funded activities can be transitioned to GOPNG-funded status – and capacity building – particularly to support PHAs as they take on the challenge of strengthening PNG health outcomes. The program also seems to strengthen the degree to which GEDSI approaches drive and influence outcomes and aims to strengthen the use of evidence to inform decisions across the PNG health system.

Position Overview

As a member of the PATH Executive Leadership Team (ELT), the Program Delivery Lead is accountable for the program delivery and oversight of the PATH Program Delivery Portfolio, specifically the Health Security (HS) workstream and PHA Support workstream .

This is a busy and exciting role. The program supports a wide range of organisations across six different parts of the country. Your judgement, leadership and enthusiasm will be a key part of driving program success.

Strong teamwork will be crucial. The Lead will work in close collaboration with the second Lead within Program Delivery who has oversight of the Frontline Health Outcomes (FHO) workstream. Together, the 2 x Leads are responsible for the PATH Program Delivery Portfolio. This includes:

  • Accountability for the performance of projects and activities in accordance with the PATH Strategic Plan, Annual Workplan and Budget

  • Portfolio cohesion and strategic alignment

  • Technical input and quality of outputs

  • Proactive and positive client engagement and management

  • Engagement with NDoH and PHAs and partner organisations.

Specific Responsibilities

The current projects within PHA Leadership (IO1) include (but are not limited to):

  • PHA Support Program

  • Expanded Program of Support to HSIP (EPSHSIP)

  • National level advisory support

The current projects within Essential Health Services (IO3) include (but not limited to):

  • Western Province TB Program

  • Child TB and HIV Program

  • Trilateral Malaria Program

  • PNG Snakebite Partnership

  • Strengthening Health Education Workforce

The Lead will be responsible for, but not limited to the following:

Program Delivery Leadership and Oversight

  • Provide overall leadership and direction for implementation of program delivery activities under PATH IOs and EOIOs in accordance with the PATH Strategic Plan

  • Provide oversight of the development and implementation of the Program Delivery Portfolio Annual Workplan with corresponding budget and accurate financial reporting

  • Ensure completion, submission and client endorsement of high-quality project level proposals, designs, strategies, plans and budgets in accordance with the PATH program systems and guidance

  • Provide oversight of Program Delivery reviews and subsequent functional workstream adjustments

  • Provide leadership and oversight of the implementation of activities delivered under the PHA Support Strategy

  • Provide oversight, advice, and guidance to the Transition Adviser in the implementation of the PATH transition workplan and ensuring the take up and use of the ‘transition tracking tool’ to monitor progress towards PHA management

  • Ensure all Program Delivery Portfolio reporting and contributions to broader PATH progress reporting is in accordance with relevant PATH systems and guidance and compliant with PATH quality assurance processes

  • Ensure all activities consider and demonstrate value for money and are compliant with Abt policies and Commonwealth Procurement Rules

  • Provide oversight for project level implementation including systems for routine monitoring, supervision, and data validation

  • Provide oversight for mainstreaming effective GEDSI priorities within the Program Delivery Portfolio, in close collaboration with the GEDSI Team.

Executive Responsibilities and Team Management

  • Establish and maintain productive working relationships with PATH staff, AHC, NDoH and PHA representatives, key stakeholders, and partners

  • Work closely with the second Program Delivery Lead to ensure a cohesive approach for whole of PATH program delivery, including cross-cutting priorities and strategic alignment

  • Establish and implement Program Delivery Portfolio governance and management mechanisms inclusive of all workstreams, cross-cutting units and operations to ensure program cohesion, collaboration, and strategic alignment in PATH’s delivery and implementation

  • Ensure program delivery outputs meet technical and quality standards and follow PATH quality assurance processes

  • Contribute to the development and refinement of key PATH documents such as the Strategic Plan including through provision of public health advice and review, as requested, by the Team Leader

  • In collaboration with the ELT, undertake technical assistance activities and provision of support to PHAs and program partners including development of tools to support rollout of PATH activities

  • Exercise effective and inclusive leadership and management skills for the team including support for professional development and learning opportunities

  • Demonstrate and embed strong performance management practices across the Program Delivery Portfolio Team ensuring all performance concerns are acted on in line with Abt HR policies

  • Contribute to PATH governance mechanisms and program tracking, including KPI submissions, contract deliverables and milestones.

  • Other duties as reasonably required by the Team Leader.

Specific Deliverables

Position Specific Deliverables:

  • Effective leadership of the Program Delivery Portfolio in close collaboration with the second Program Delivery Lead with cohesive workstream management and strategic alignment across the PATH Program

  • Program Delivery Portfolio implementation, budget (forecasting and expenditure) and reporting are accurate, timely and in accordance with the PATH Annual Workplan

  • Program delivery outputs meet PATH and AHC requirements and standards.

Executive Leadership Team Deliverables:

  • High level of responsiveness to AHC issues and requests measured by Program receiving a Partner Performance Rating of 5 or above.

  • Quality reporting, milestones, deliverables and KPIs are submitted on time and meet internal (Abt), and external (Australian High Commission [AHC]) requirements measured by receiving a Partner Performance Rating of 5 or above.

  • PATH KPIs relating to Program Delivery are met and approved by AHC.

  • Program is delivered on time and within budget and value for money principles drive all Program resourcing decisions measured by receiving a Partner Performance Rating of 5 or above.

  • Build and maintain open, productive, and outcome-oriented relationships with key internal and external stakeholders including AHC and GoPNG. This will be measured through the Program receiving a Partner Performance Rating of 5 or above.

  • Ensure the delivery of the PATH program address issues of inclusive leadership, disability inclusion and security through integrating GEDSI principles and objectives across all activities and as defined in annual workplan.

  • Create and maintain an enabling environment (in terms of strategy, management, operations, partner/client inclusion) for:

  • Adaptive and politically informed program delivery. This will be measured by the breadth and quality of adaptation towards EOIOs across the program - as captured in the PAF

  • GEDSI transformative program delivery. This will be measured by the breadth and quality of adaptation towards GEDSI EOIOs across the program - as captured in the PAF

  • All corporate risk and fraud issues are proactively identified, reported, and managed following corporate and DFAT policies and procedures measured by Program receiving a Partner Performance Rating of 5 or above.

  • Flexible, adaptive, and innovative approaches to the delivery of aid are actively pursed and incorporated into the delivery and design of the Program measured by a Partner Performance Rating of 5 or above.

About You

For applications to be considered, a response to the key selection criteria below must be provided;

  • Significant demonstrated experience in delivery oversight and accountable management on large, complex programs, including leading the development and implementation of program annual plans. Professional qualifications and/or experience in public health highly desirable.

  • Demonstrated experience managing, leading, and mentoring a diverse team of national and international composition (across all seniority levels), and commitment to the principles of inclusion, localisation and equity.

  • Exceptional interpersonal skills and proven experience in developing and maintaining relationships with senior partner government officials, donor representatives and other key stakeholders.

  • Experience working in complex, uncertain, high-energy environments – such as PNG or a comparable experience

  • Excellent analytical and writing skills including the preparation of reports, briefs and policy analysis for a government and key stakeholder audiences
