National Park Service Park Ranger (P) in Port Alsworth, Alaska

Summary This position is located at Lake Clark National Park & Preserve, in the Visitor and Resource Division performing field operations, serves as the Wilderness Coordinator, and supervises up to 3 employees, and volunteers. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately from March to December and you will be in a non-pay status for the remainder of the year. Responsibilities This position is located in a remote Alaskan duty station that is not connected to any road system. Normal access is via aircraft through one of the commercial aviation services based in Port Alsworth that provides daily flights between Port Alsworth and Anchorage, Alaska (approximately 100 miles). Port Alsworth is a small, federal subsistence community with a year-round medical clinic, some year-round religious services, a small convenience store, K-12 school, and some seasonal food options during the summer. DUTIES: As a Park Ranger with supervisory responsibilities, you will lead daily operations and direct the completion of collateral duties related to training and leadership. You will supervise up to three GL-9 permanent and seasonal law enforcement rangers as well as non-commissioned staff and park volunteers. You will conduct and supervise the detection of criminal activity, investigation of criminal violations, and custodial arrests. You may prepare and execute warrants, interview witnesses, and detain suspects. You will ensure the completion of comprehensive written reports. You will conduct and/or supervise gathering of law enforcement, security, and intelligence information relating to the park, its facilities, events, mission, or visitors. You will set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration, and evaluation of operations; and schedule patrols to maximize visitor contact with special consideration to problem areas. You will supervise and lead complex law enforcement, all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents. In addition, you will participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling. Additional Duties: Serves as a senior uniformed, commissioned law enforcement officer performing duties for the protection, conservation, use, and management of natural and/or cultural resources in the park. Patrols include using various transportation methods in the wilderness such as small watercrafts and ski patrols. Participates in emergency incidents which include search and rescue operations, wildland and/structural fire, special law enforcement operations, and other major emergencies. Serves as a Wilderness Coordinator and subject matter expert providing guidance to managers for work anticipated to occur within eligible or designated wilderness areas, ensuring compliance with legal and policy requirements of wilderness management. Participates as a member of the Alaska Region's Backcountry and Wilderness Advisory Group tracking issues and policy changes, updating local procedures to reflect changing regulations, laws, and negotiated management agreements with local and regional groups, tribes, and federal/state agency staffs. Serves as the point of contact with community officials, the public, and interest groups regarding matters that impact the protection of visitors or natural resources, including protection of subsistence resources. Serves as a Resource Educator, interpreting resources to visitors about the significance of resource protection and conservation by explaining necessary laws and regulations to provide safe and non-resource impacting visitation experiences. New employees of the Department of the Interior must identify a financial institution for direct deposit of net pay within 30 days of entrance on duty. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. REFER TO EDUCATION SECTION FOR CONTINUATION OF REQUIREMENTS Qualifications All qualifications must be met by the closing date of this announcement-09/25/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Must currently possess or be able to obtain a National Registry Emergency Medical Technician-Basic certification by 09/25/2024. - AND - Applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS/GL-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: Investigating alleged violation of laws or regulations for the protection, conservation use, and management of natural and/or cultural resources in park areas or similar operations; collaborating with other law enforcement or emergency response organizations on investigations or emergency incidents; contributing to the development and implementation of law enforcement short and long-range goals and program requirements; and/or writing and validating law enforcement action plans and standard operating procedures. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education CONTINUATION OF REQUIREMENTS: Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. Selectees will be expected to travel in (not pilot) a small single-engine aircraft. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 7 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least 21 years old. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Selectee will travel by motorized and non-motorized boats; and must be able to successfully complete the Department of the Interior Motorboat Operator Certification Course within one year of entry on duty. Ability to lift 50 lbs. EDUCATION: Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by 09/25/2024 a valid Type I National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training from an accredited institution, which currently consists of over 650 class hours and lasts on average 17 weeks. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. CONTUATION OF ADDITIONAL INFORMATION: Working Conditions contiued: during emergency situations. Shift work is often required. The incumbent is frequently exposed to high-risk and potentially dangerous situations in law enforcement and emergency types of situations requiring use of a wide range of personal protective gear, some of which may be uncomfortable, hot, or inconvenient to wear, adherence to specific safety procedures, and other precautions. The incumbent is required to operate motor vehicles, ATVs, UTVs, and motorized watercraft and will be required to fly in small fixed-wing and rotary aircraft. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Government housing may be available. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Physical Demands: The position is required to meet and continuously maintain the physical/medical standards set forth in the requirements established by DO/RM#57. The work may require physical exertion such as regular and recurring long periods of standing; walking over rough, uneven, rocky surfaces; mountainous terrain; bending, crouching, stooping, stretching, reaching or similar activity; carrying of equipment weighing 50 pounds or more; recurring lifting of moderately heavy items such as fire packs and rescue gear; long periods of activity requiring upper body strength and endurance such as rowing oar and paddle propelled watercraft for multiple days. The work may require specific, but common, physical characteristics and abilities of such as above average agility and dexterity. Duties involve performing physically rigorous assignments, oftentimes in isolated outdoor environments, frequently while exposed to severe weather conditions. There is a physical, mental, and emotionally high stress component to the work assignments. The position requires dangerous persons must be physically confronted, subdued, and apprehended, many of whom are known to carry weapons. Prisoners must be kept under physical restraint during transport and processing. Criminal investigations occasionally must be carried out without regard to fixed work schedules, days off, or opportunities for proper rest or nutrition. Working Conditions: The work environment is field work with some office work in the summer and the opposite in the winter. Field work of the incumbent regularly includes long periods of standing, hiking and/or climbing, in many cases on uneven steep, rough, slippery, and/or rugged terrain. Strenuous exertion is frequently required in law enforcement, firefighting, search and rescue, and medical related emergency activities. Lifting or carrying equipment over 50 pounds such as firefighting or search and rescue equipment is required. In some situations, heavy packs may have to be carried long distances over uneven, unimproved surfaces, or snow-covered terrain. The duties involve performing physically rigorous work in an isolated outdoor environment while exposed to severe weather conditions. Work may involve periodic exposure to high risks or discomforts such as low temperatures, high winds, adverse or extreme weather conditions, ocean water, falling limbs or trees, exposure to heights, and similar situations. Incumbent may require special safety precautions, i.e., working around boats, aircraft, off road vehicles, moving parts, or machines, persons with contagious diseases or irritant chemicals, blood borne pathogens, dangerous animals, and substances, etc. Incumbent may be required to use protective clothing or gear such as masks, gowns, coats, boots, gloves, helmets, or shields.
