Job Summary:

The Senior Construction Manager Signal & Communications will be responsible for overseeing multiple construction managers, contractors and activities related to planning, inspection, and design reviews of construction and maintenance projects. The Senior Construction Manager Signal & Communications role requires an experienced leader who is capable of balancing multiple responsibilities and concurrent activities and initiatives. The Senior Construction Manager Signal & Communications will be an expert in the field, understanding customer needs and the goals for projects to enhance service/safety, as well as staying current on the latest technologies which, combined with lessons learned, allows personnel to leverage and develop practical solutions for their rail network.

Essential Duties & Responsibilities:

  • Manage multiple Construction Managers

  • Manage large Signal and Communications infrastructure projects

  • Provide accurate documentation for materials and testing

  • Development and Preparation of Long-Range Plans for State of Good Repair (SOGR) Improvements

  • Provide constructability reviews and developing/analyzing construction phasing from the railroads’ perspective

  • Be able to communicate effectively with contractors and railroad managers

  • Ability to read and understand construction and phasing plans

  • Provide sound and economical solutions to signal and communications facilities issues

  • Conduct inspections while walking and other means as necessary

  • Development of capital and maintenance work projects to reduce and control the risks associated with railway operations

  • Prioritize site interventions as a result of determinations from site inspection, monitoring, and risk assessments

  • Verify quantities of materials received or used

  • Verify distances to ensure accuracy of dimensions of installations and layouts

  • Prepare daily and weekly reports as required

  • Proficient in railroad signal engineering

  • Capable of balancing multiple responsibilities and concurrent activities and initiatives

  • Other duties as assigned or required to meet the business needs

Qualifications

Knowledge, Skills, & Abilities:

  • Expert in the field, understanding customer needs and the goals for projects to enhance service/safety, as well as staying current on the latest technologies which, combined with lessons learned, allows personnel to leverage and develop practical solutions for their rail network

  • 5 years of experience or better managing Signal, Communications, PTC State of Good Repair Projects for commuter, passenger, or class 1 railroad

  • Knowledge of train control and communication systems on Class 1 Freight or Passenger Railroad dispatch and central control offices including Positive Train Control

  • Knowledge of telecommunication systems including fiber-optic, microwave, digital and voice wireless radio systems

  • Applying logical thought processes and organizing resources in order to solve issues and meet commitments

  • Making decisions and seizing opportunities in the context of BA business objectives

  • Satisfying internal and external customer expectations and developing customer partnerships

  • Proficiency with electronic communications including e-mail and text as well as standard office applications (i.e., Microsoft Office Suite)

    Required Education and Experience:

  • Bachelor’s degree in Construction Management, Civil Engineering, related field or 10 years equivalent field experience

  • Minimum 10 years of railroad signal, communications, and PTC construction experience

    Preferred Education and Experience:

  • Civil construction experience

  • Track construction experience

  • Structure construction experience

  • Ability to assess jobsite risks and hazards and enforce contractor compliance with the mitigation plans

  • Ability to review and understand project specific design plans

  • Familiarity with Construction Project Schedules

  • Proficiency with electronic communications including e-mail and text as well as standard office applications (i.e., Microsoft Office Suite)

    Additional Qualifications, Certifications, etc.:

  • Valid driver’s license

  • Previous railroad certifications

Offered rate of compensation (California locations only) will be based on individual education, qualifications, experience, and work location. The salary range for this position is $160,000 - $200,000 / year.
