POSITION SUMMARY

Provides comprehensive planning assistance for City neighborhoods; conducts development and design reviews; encourages citizen participation; serves as information liaison between City government and the community.

Salary: $67,141 per year

Union: This position is included in the American Federation of State, County, and Municipal Employees, Local 2719 bargaining unit and will be filled in accordance with the provisions of the Collective Bargaining Agreement.

Qualifying Requirements:

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE: The application must clearly show two (2) years of full-time planning and design experience in a public sector setting with a community-based organization and/or with an urban planning and design consulting firm or in another design-related setting (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis).

  • EDUCATION/TRAINING: The application must clearly show a Master's Degree in Urban Planning, Urban Design, Architecture, Public Administration, Public Policy and Management, Community Organizing or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eight (8) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

CIVIL SERVICE EXAMINATIONS

You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. POSITION DUTIES

  • Serves as information liaison between City government and the community.

  • Initiates and maintains liaison with individuals, community groups, business organizations, etc., within assigned community planning district or planning specialty.

  • Attends community meetings and hearings.

  • Assists neighborhood groups and individuals in identifying needs, setting goals and priorities and in evaluating alternatives for short and long range planning.

  • Undertakes development of neighborhood and area plans.

  • Provides resource information to residents concerning special programs, government funds, budget processes and government operations.

  • Provides information for and participates in the development of grant applications.

  • Develops requests for proposals (RFPs); assists in contract negotiations; serves as contract manager as assigned.

  • Assists in the preparation of grant applications and related materials for funding sources.

  • May oversee planning aspects of Residential Parking Permit Program as assigned.

  • Works with neighborhood groups, Council members and their staff to help them understand the development process and necessary procedures and requirements; assists with neighborhood-level development inquiries.

  • Identifies opportunities for citizen participation in government decision making process; facilitates citizen access to appropriate channels.

  • Maintains liaison with Departments for budget implementation and problem solving.

  • Assists in the development of special programs and projects as requested or required.

  • Serves as specialist in urban design functional area; may serve as specialist in other functional areas (e.g., parks and recreation, community economic development, environmental planning, housing, etc.) as needed.

  • Carries out specialized planning studies as assigned; serves as chairperson of special task forces as assigned.

  • Works with consultants hired by City; interacts with counterparts in local, state and federal agencies.

  • Maintains records, either manually or through automated systems, and prepares accurate reports, correspondence, etc. as requested or required.

  • May direct the work of planning interns or lower-level planners on assigned research projects.

  • May work evenings and weekends.

  • Performs activities and functions of related position and other related tasks/duties as assigned or required.

  • May conduct presentations at commission and Council meetings.
