Overall Purpose:

The Operations Technical Services (Commissioning) Engineer is responsible for safely placing various substation relays and equipment into service, efficiently and timely, while developing accurate and precise engineering field changes in a flexible manner. Deliverables include on-site engineering support for capital and maintenance projects, testing, reviewing tests performed by others, and procuring and producing test reports with summaries and conclusions.

Location: onsite - Woods Run Complex in Pittsburgh, PA

Job Responsibilities:

  • Create plans and coordinate their execution with bargaining unit employees and other parties, such as:

  • Isolation plans to isolate and safely remove from service substation relaying and equipment, while keeping essential protection schemes in service without jeopardizing substation function.

  • Removal plans to eliminate required substation relaying and equipment, while keeping essential protection schemes in service without jeopardizing substation function.

  • Develop cable pull plans for installations utilizing new cables.

  • Develop tagging plans for all isolation points.

  • Develop cutover plans to eliminate required substation relaying and equipment and add new substation relaying and equipment while keeping essential protection schemes in service without jeopardizing substation function.

  • Function test schemes for correctness using field-marked printst.

  • Collaborate with bargaining unit employees to test protective equipment (large power transformers, current transformers, potential transformers, breaker, etc.) procuring test results, and producing test reports with summaries and conclusions, retesting, or failing equipment when necessary.

  • Document, review, interpret, understand, organize, and archive test results from protective equipment, protective devices, end-to-end testing, etc. Performing technical calculations and studies when required. Prepare test reports with conclusions and recommendations as required.

  • Evaluate and interpret Protection Engineering relay and equipment protection recommendations to ensure.

  • Evaluate engineering designs for protective relaying and substation equipment, replacements, upgrades, modifications, and new installations utilizing Protection Engineering recommendations, Asset Management and Planning scopes of work.

  • Engineering designs includes drawing lists, bill of materials, AC and DC schematics, panel front views, panel, and equipment wiring diagrams, annunciator diagrams, SCADA communication diagrams, and various other diagrams.

  • Enforce and review testing methodology and test results; determine if all tests have passed with expected and satisfactory results.

  • Utilizing function tested and verified schematics, perform GPS synchronized end-to-end testing of protection schemes per protection recommendations, comprehend and understand results to verify time synchronized proper operation of all protective devices. Coordinate end-to-end testing for multiphase projects.

  • Other duties as assigned.

Education/Experience Required:

  • Bachelor’s in Electrical Engineering from an ABET-accredited college or university is required.

  • Three (3+) or more years of progressive and relevant experience required.

  • Valid driver’s license required.

  • Additional certifications, such as PE or EIT/FE are preferred.

  • A combination of experience working both in the field and in office is preferred.

Skills Required for this Position Include:

  • Must have excellent verbal, written, and organizational skills

  • Must have excellent troubleshooting skills

Physical Requirements:

  • Regular reporting location includes both a regular office environment with desk and computer duties, and utility substation environment with various fieldwork duties related to testing and commissioning

  • Irregular evening and weekend work may be required

  • Must be capable and confident driving in inclement weather

  • Must participate in a rotating on call support for emergency service restorations during storm events

  • May be required to travel to various company substations, facilities, and right-of-way locations to inspect company assists during storm events (less than 1 hour commute across the territory)

  • Must be able to work in various substation facility conditions (including uneven ground, energized equipment, contraction vehicles, etc.) typical of utility substation facilities.

Scope

Primary focus is on daily deliverables, outputs and reporting. Typically accountable for managing one's own time and work flow. Responsible for using prescribed guidelines to analyze situations and solve problems. Work activities are typically moderate to complex in nature requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base but has a solid foundation to act independently the majority of the time. Still draws on experts and managers when needed but less frequently.

Problems and issues faced are vague. Draws on past experience on a regular basis. Accountable for direct level of reasoning and decision making.

Hybrid Work

Position follows our hybrid work model, with a minimum of two days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.

Storm Roles
