POSITION SUMMARY

The City of Pittsburgh is seeking an Engagement Specialist to manage and develop public involvement and stakeholder engagement activities for Department of City Planning (DCP) projects. Diverse outreach to underserved populations to achieve inclusive participation in our public engagement efforts is a priority for the Department of City Planning. The Engagement Specialist will develop, manage, and execute the Department’s public engagement initiatives, plans, and strategies, including management of DCP ’ s content on the City’s online engagement platform ( EngagePGH ) and the implementation of DCP’s Public Engagement Guide and Toolkit.

Qualifying Requirements :

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

Qualifying Requirements

  • WORK EXPERIENCE: The application must clearly show three (3) years of full-time work experience in p ublic engagemen t, or a related field. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Planning, Public Policy, Urban Studies, Public Engagement, Communications, Sociology, Public Affairs/Admin, or Public Relations. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above.) The Total Qualifying Requirement is seven (7) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)

POSITION DUTIES

  • Serves as the point of contact for the City’s Public Engagement Guide and Toolkit, helping to promote the goals and techniques set forth in the Guide to establish a foundation for its work to be rooted in strong, equitable public engagement.

  • Works with planning staff to develop Public Engagement Campaigns for plans and projects, setting the approach to engagement for a project; sets expectation with the public for engagement, and hosts; documents and/or records the engagement throughout the course of a project.

  • Designs and executes engagement strategies as a part of the implementation of a project or public engagement plan.

  • Assists planning staff with hands-on outreach activities, planning public events, and designing and facilitating public meetings (including, but not limited to, workshops, charrettes, forums, briefings, neighborhood gatherings), and mobilizing new and existing allies for specific planning projects.

  • Assists in communications with colleagues, community leaders, the public and all stakeholders (internal and external) with development and execution of outreach, public awareness, and education initiatives.

  • Networks with new or current partners and connects them to DCP’s work and the adopted and completed plans, creates and maintains relationships to assist in the plans implementation.

  • Trains staff and external partners on effective community and public engagement techniques.

  • Researches and identifies best practices to create public engagement initiatives, with the goal of engaging underserved populations.

  • Provides design and content assistance for grants, funding applications, press releases, and other informational materials in coordination with other DCP staff.

  • Works with other staff to create effective digital and print communication including but not limited to fact sheets, briefings, presentations, data reports.

  • Assists with researching inquires and collecting relevant information from applicable staff and sharing information with involved parties.

  • Develops and maintains a Media Library for the department.

  • Supports the Mayor’s Office of Communications with social media accounts for the Department of City Planning.

  • Performs other duties of a similar nature as assigned.

  • Works with team members to utilize traditional and new media devices to effectively communicate key messages to target audiences.

  • Assists with managing/administering the Registered Community Organization program, including building positive working relationships with community organizations, residents, business community, non-profit organizations, and City departments.

  • Supports the design of digital content through a wide variety of technologies including animation, text, multimedia, dynamic and/or interactive content.

  • Utilizes engaging facilitation techniques for virtual and in-person events that spark discussion and input.

  • Coordinates with the Mayor’s Office of Communications on public messaging and external communications about citywide issues.

  • Work closely with Mayor’s Office Neighborhood and Constituent Services team on public meetings and engagement and outreach activities.
