POSITION SUMMARY

Takes the lead in agency planning, development and maintenance of the City Emergency Response Plan, Hazard Mitigation Plan, BZPP Buffer Zone Protection Plans (BZPP) Plans and other Emergency Management/Homeland Security related plans, policies, procedures, guidelines and documents.

  • Must obtain EMA "Professional Level" Certification from the Pennsylvania Emergency Management Agency within four (4) years of date of hire.

NOTE: The City of Pittsburgh, as a matter of policy, conducts pre-employment and promotional background investigations on all candidates being considered for positions. Qualifying Requirements:

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in any of the Public Safety Disciplines. (Less than full-time experience will be calculated on a pro-rated basis.) (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Public Administration, Emergency Management, Fire Safety, Law Enforcement, Emergency Response or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

CIVIL SERVICE EXAMINATIONS

If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s). You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

POSITION DUTIES

  • Stays informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.

  • Stays informed of federal, state and local regulations affecting emergency plans, and ensure that plans adhere to these regulations.

  • Maintains and updates all resource materials associated with emergency preparedness plans.

  • Prepares plans that outline operating procedures to be used in response to disasters/emergencies such as severe weather, nuclear accidents, and terrorist attacks, and in recovery from these events.

  • Collaborates with other officials in order to prepare and analyze damage assessments following disasters or emergencies.

  • Develops and maintains liaisons with City departments, other levels of government and similar entities in order to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.

  • Coordinates disaster response or crisis management activities such as ordering evacuations, opening public shelters, and implementing special needs plans and programs.

  • Prepares emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments.

  • Proposes alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations.

  • Attends meetings, conferences, and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management specialists.

  • Develops and implements training procedures and strategies.

  • Designs and administers emergency/disaster preparedness training courses that teach people how to effectively respond to major emergencies and disasters.

  • Develops instructional materials for the public, and makes presentations to citizens' groups in order to provide information on emergency plans and their implementation process.

  • Conducts surveys to determine the types of emergency-related needs to be addressed in disaster planning, or provide technical support to others conducting such surveys.

  • Consults with officials of local and area governments, schools, hospitals, and other institutions in order to determine their needs and capabilities in the event of a natural disaster or other emergency.

  • Studies emergency plans used elsewhere in order to gather information for plan development.

  • Supports and performs city and regional response activities from the Emergency Operations Center and/or other locations including the emergency incident/special event site.

  • Develops and performs tests and evaluations of emergency management plans in accordance with state and federal regulations.

  • Inspects facilities and equipment to determine their operational and functional capabilities in emergency situations.

  • Applies for federal funding for emergency management related needs.

  • Trains local groups on the preparation of long-term plans that are compatible with federal and state plans.

  • Inventories and distributes equipment; provides instruction on its maintenance and use.

  • Reviews emergency plans of individual organizations such as medical facilities in order to ensure their adequacy.

  • Administers grants and reports on their progress.

  • Works with Pittsburgh Bureau of Police Intelligence Unit to assist planning and coordinating response efforts related to all events including those that are unpermitted, spontaneous, or emergency in nature.
