Pittsburg State University is accepting applications for a Finance & Budget Manager for the College of Arts and Sciences (CAS) will lead all budget and financial processes, provide strategic financial planning, and manage the financial operations within the College of Arts and Sciences. This position will act as the liaison between key stakeholders (Business, Human Resources and Controller offices) and the College of Arts and Sciences.

Duties and Responsibilities of Position

25% - Budget Development and Management

  • Lead the annual budget preparation process, ensuring alignment with institutional priorities.
  • Monitor budget performance and prepare regular financial reports for the Dean and other stakeholders.
  • Identify and analyze variances from budget and propose corrective actions.

  • Collaborate with department heads and faculty to develop annual budgets.
  • Prepare detailed budget proposals for college programs, departments, and initiatives.

25% - Financial Operations, Reporting and Analysis

  • Oversee financial operations, including accounting, payroll, and procurement within the College of Arts and Sciences.
  • Ensure compliance with federal, state, and local financial regulations.
  • Develop and implement internal controls to safeguard the college\'s financial resources.
  • Prepare financial summaries for presentations to college leadership and the University Budget Office.
  • Provide insights and recommendations based on financial data to support decision-making.
  • Generate regular financial reports, including budget-to-actual comparisons, variance analysis and financial forecast.

20% - Leadership, Collaboration & College Liaison

  • Work closely with department heads and administrative support staff within the College of Arts and Sciences to provide financial guidance and support.
  • Serve as a key liaison with university administration stakeholders.
  • Serve as the primary contact between the college and the University Budget Office, HRS, Controller\'s Office.
  • Effectively communicate and coordinate budget-related matters with the division.
  • Ensure adherence to university-wide budget policies and procedures.

20% - Grant and Fund Management

  • Oversee the financial management of grants and sponsored projects within the college.
  • Ensure compliance with funding agency requirements and university guidelines.
  • Provide financial reporting and analysis for grant-funded projects.

5% - Operational Efficiency

  • Identify opportunities for cost savings and operational effeciencies within the college.
  • Implement best practices in budget management and financial operations.
  • Coordinate with administrative and academic units to streamline financial processes.

5% - Special Projects and Other Duties

  • Lead or participate in special projects and initiatives related to financial management and budgeting.
  • Support college-wide initiatives with financial planning and resource allocation.
  • Contribute to university-wide financial projects and working groups as needed.
  • Other duties as assigned by the Dean.
