Summary

Talent Management - HR Program Manager

As the HR Program Manager for Talent Management, you will play a pivotal role in shaping and executing our enterprise-wide talent management strategy. This role combines strategic thinking with hands-on execution, ensuring that our talent programs not only align with organizational goals but also foster a culture of continuous development and leadership excellence.

What You’ll Be Doing:

  • Strategic Talent Consulting: Partner with HR Business Partners (HRBPs) and business leaders to deliver talent management programs that drive team effectiveness, leadership development, talent assessments, succession planning, and performance management. Your work will ensure these programs are best-in-class, impactful, and aligned with the company’s strategic objectives.

  • Program Design & Delivery: Lead the design, development, and implementation of company-wide talent management initiatives. Collaborate with HRBPs and Employee Communications to equip employees and leaders with the necessary tools and resources to succeed.

  • Development Planning: Partner with key talent segments to create targeted development plans that support succession planning and personal growth, ensuring a strong pipeline of future leaders.

  • Customized Talent Solutions: Work closely with business leaders and HRBPs to tailor talent management solutions that address specific business needs at both the individual and team levels.

  • Talent Analytics & Reporting: Provide insightful analysis and reporting on talent programs and activities, offering a clear view of progress, potential risks, and areas for improvement.

Minimum Requirements

Talent Management - HR Program Manager

  • Bachelor's degree in Business or Human Resources Management from an accredited college or university

  • PLUS six (6) years relevant work experience in functional area: Workforce Planning, Diversity, Performance Management Systems, Leadership Development, Change Management, Communications or Employee Engagement.

  • In lieu of bachelor's degree, a combination of college coursework and/or relevant HR experience equaling ten (10) years is required.

  • General knowledge of various HR functions and business processes.

  • Strong understanding of applicable HR related federal and state laws and regulations.

  • Strong MS Office (Excel and PowerPoint), project and change management a must.

  • Strong analytical and strategic design skills with the ability to see beyond immediate issues to drive sound decision-making. Excellent verbal and written communication skills as well as strong presentation and facilitation skills.

  • Must have the ability to synthesize complex information and convey in a clear and concise manner.

  • Strong organizational skills and ability to plan and manage independent project work.

  • Capable of managing multiple projects while remaining responsive and customer focused.

Major Accountabilities

1) Leads strategic program design recommendations and daily operations for assigned programs in order to address the needs of the organization. Produces data, analysis and business information to enable effective decision making by business unit and company executives.

2) Understands relevant business challenges, competitive landscape, and compliance considerations facing the business. Partners cross functionally to ensure sustainability and effective administration of programs.

3) Provides expertise on all compliance and applicable laws and regulations. Identifies areas of noncompliance and works with management to take corrective action.

4) Responsible for strategy, design, compliance, financials, communications, vendor selection, vendor management, contract management, internal collaboration, and leadership of assigned programs in support of relevant business initiatives.

5) Manage programs as the Subject Matter Expert.

6) Ensure programs are competitive and align with industry best practices through benchmark analysis, survey participation, evaluation and comparison with those of other employers and other sources of information to provide change recommendation to management.

7) Conduct financial analysis for recommendation of budgets, accruals, plan changes, and costing, partnering with finance department and business partners to ensure all requirements are met.

8) Define and develop key performance indicators with integrated program metrics and service level agreements for core services and transactions, track delivery against program objectives, lead improvement initiatives and encourage a culture of efficiency, innovation, and customer service.

9) Designs and coordinates the implementation of continuous improvement of policies, processes, and procedures.

Flex Role:

This position is not required to be performed at a specific APS facility as long as adequate technology and a solid ergonomic set up are present. Pending agreement with leadership, employees hired into this role will be able to choose where they prefer to perform their work, but the ultimate decision is the company's. Employees will have two options to choose from:

  • APS office based: The employee prefers to work most of the time from an APS facility.

  • Home based: The employee prefers to work most of the time from his/her home.

    *Employees in Flex roles are required to reside in Arizona (or NM for Four Corners-based employees). Role types are subject to change based on business need.
