Indian Health Service Management Analyst (Chargemaster) in Phoenix, Arizona

Summary This position is located within the Patient Business Services, Third Party Billing located in the Phoenix Indian Medical Center. This position is located in Phoenix, AZ. The purpose of this position is to perform a variety of management analysis involving the application of qualitative and quantitative methods for the analysis and evaluation of internal, organizational operations. Responsibilities Oversees the chargemaster process and coordinates the ongoing implementation of the chargemaster program. Works with all hospital departments to implement and maintain the chargemaster and related processes. Coordinates chargemaster activities between multiple departments and provides advice, guidance, and assistance to management in a wide variety of management services areas with an emphasis on improving chargemaster program efficiency and productivity. Monitors billing and coding compliance through review of reports and presents results to department supervisors. Facilitates and chairs the Chargemaster committee; develops additional appropriate committees and work groups as needed to address program needs; and analyzes and evaluates the effectiveness of the chargemaster program in meeting established goals and objectives. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Previous experience and knowledge of complex management processes and systems as it pertains to the chargemaster process and chargemaster program. Knowledge of general billing practices and Current Procedural Terminology (CPT). International Classification of Diseases, Healthcare Common Procedure Coding System (HCPCS) in order to design charge tickets. Previous experience with hospital based Resource and Patient Management System (RPMS). Effectively communicates information and recommendations from completed staff work both orally and through written correspondence and reports to the supervisor and staff, program directors, staff, and program staff. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.M., if related. Transcripts must be submitted. OR Combination of education and specialized experience: Qualifying combination of the specialized experience above and the education described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Recruitment or Relocation Incentives may be authorized and is subject to availability and service unit approval. If offered, you will be required to sign a one (1) year service agreement. Failure to fulfill the service agreement will result in repayment of the incentive. This position has no promotion potential.
