Job Summary: Manages, develops, and drives results for the talent development and organizational development team and works with internal stakeholders. Drives outcomes that leverage sound metrics, implements initiatives to accelerate talent pipeline growth to achieve overall talent management goals. Serves as the subject matter expert and the go-to person on matters of talent development and organizational development: onboarding, development / leadership programs, coaching, organizational design, succession, workforce strategies, team collaboration, diversity, equity and inclusion as well as key strategic business line and vendor relationships. Manages and oversees the successful execution of the Bank's talent strategy. Leads the performance management process for the Bank.
In addition, has oversight for the Talent Management and Organizational Development budget, all contractual services, and program evaluation. Prepares reports to management. Serves as the Bank representative on selected System projects related to enterprise talent management and learning. Directs the work of the Talent Management and Organizational Development staff and other HR staff and resources as required.
What You Will Do: Is accountable for the day-to day operations of the Talent Development and Organizational Development staff and goals. Builds and evaluates the skills and capabilities of the talent management and organization development team by setting clear performance expectations, providing on-the-job coaching and setting a specific learning plan for best practices. Evaluates performance regularly; delivers timely feedback and prepares and conducts thorough performance reviews. Acts as subject matter expert/trusted advisor with senior leaders, business unit managers, and others as appropriate to develop and implement talent strategic plans. Works with leadership to determine their workforce developmental needs. Creates and implements a Talent Dynamic Strategy focused on enabling the Bank's workforce with the skills to meet or exceed current and future strategic objectives and its desired culture. Confers with Bank management and the Office of Minority Women Inclusion to ensure the Bank's talent strategy supports adequate levels and staff diversity and inclusion. Develops Talent Management and Organizational Development (TMOD) strategies in support of the Bank's overarching talent strategy and goals. Partners with business line leadership to develop and execute specific TMOD strategies for their business areas. Continues to innovate on Bank strategy for talent by leveraging and designing standard and customized programs, tools and training as well as partnering with business leaders to evolve their workforce plans. Conducts needs analysis and assessments to help measure and evaluate the effectiveness of all learning and professional development efforts and training programs. Develops, oversees and evolves metrics for the Banks Talent Strategy in an effort to demonstrate progress in achieving the Bank's workforce goals. Leads, plans, designs, develops, and conducts management and executive development programs related to the Bank Talent Management Initiatives and other Bank training and development programs. Leads the Bank's employee engagement activities such as the Bank's survey to inform the Bank's talent strategy. Manages vendor relationships in support of t e Bank's talent strategy.
What You Have: Education and Experience: Bachelor's Degree. Master's degree or equivalent business experience preferred. Human Resources Certification preferred. Minimum of 10 years of progressive experience in developing and leading talent development programs and strategies as well as organizational development efforts and human resources.
Competencies: Understands industry best practices in talent development and organizational development. Proven ability to partner with business areas to develop and implement strategic workforce plans including leadership development and succession. Skilled at building strong client relationships within the Bank and around the System. Excellent presentation, interpersonal, facilitation, and conceptual skills. Highly effective influencing, negotiating, and motivational skills; demonstrates strong ability and willingness to develop strong relationships and work in a collaborative environment across multiple stakeholders and provide appropriate push back as needed. Demonstrates strong ability and experience in building and sustaining solid partnerships with Human Resources teams, the Office of Diversity Equity and Inclusions and other leaders. Strong project management, strategic thinking, management, analytical, and problem-solving skills. Experience in project/program management of vendors in the talent management space. Ability to understand business need and provide excellent customer service. Demonstrates innovative and creative approaches/strategies to talent development and organizational development. Strong analytical and problem-solving skills, ability to analyze data, understand trends and develop recommendations for action based on the analysis. Excellent skills in MS Office Suite (Outlook, Excel, Word). Experience with Workday a plus Excellent interpersonal and communication skills; strong customer service orientation. Excellent knowledge of all Federal Reserve System and (Board of Governors) BOG functions. Skilled in conducting and leading training with large and small groups using classroom and online technology. Experience leading System projects related to talent development and organizational development. Effective in working with all levels of management and employees.
Other Requirements: Ability to work in a fast-paced environment. Flexible and comfortable with ambiguity. Ability to handle multiple tasks simultaneously and work well under pressure. Moderate travel to other FRBs as required.

The salary grade for this position is: 16. Final salary and offer will be determined by the applicant's background, experience, and skills, and internal equity and alignment with market data.
