The Alaka`ina Foundation Family of Companies (FOCs) has a potential need for a Program/Project Manager to support a Navy government customer. Position is remote but will require occasional on-site visits to Government facility in Philadelphia, PA.

DESCRIPTION OF RESPONSIBILITIES:

  • Manage Risk Management Framework (RMF) and Cyber personnel and the team's deliverables associated with their support across all IT and Control systems fielded at the customer site. This includes shipboard and shore-based systems and subsystems in the areas of Cybersecurity, Engineering Support,

    Technical Documentation, RMF and System Accreditation.

  • Provide program management oversight of consistent monitoring and maintenance of RMF as well as overall sustainment of the security posture of the IT systems.

  • Oversee coordination, development, and creation of artifacts in support of the RMF process and ongoing operational support to all Land Based Test Site systems.

  • Ensure that, through oversight of techincal personnel, all land based test sites and their associated systems and subsystems are certified and accredited in accordance with the RMF process. Certification & Accreditation (C&A) applies to the IT information, systems, artifacts, and relevant data that are generated by ISSEs/ISOs who facilitate C&A.

  • Ensure that Cybersecurity solutions meet the satisfaction of requirements in adherence and compliance with DISA Security Technical Implementation Guides (STIGs) and Security Requirements Guides (SRGs).

  • Oversee the secure-system-configuration and hardening which entails Assured Compliance Assessment Solution (ACAS) vulnerability assessments, anti-virus (AV) scanning, and certifying-activities to demonstrate and prove a system’s capability and reliability within a secure environment.

  • Track program progress, assess future planning, and develop metrics.

  • Conduct cross program task layering / competing priority identification. Provide schedule risk mitigations, including sequencing and resource alignment.

  • Develop processes to identify and report program/project functional metrics to determine critical path progress to plan and assist in identification of risk mitigation actions to assist in maintaining project timelines.

  • Report all known Government Furnished Material (GFM) to the government.

  • Maintain and provide a Contractor Personnel Roster.

    REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Must have a Bachelor's degree in Engineering or Business from an accredited college or university.

    REQUIRED SKILLS AND EXPERIENCE:

  • Must have Ten (10) years of experience as a Program Manager to include contract and sub-contract management, budgeting, scheduling, planning, estimating, and progress.

  • Must have five (5) years of experience in managing and implementing RMF to maintain continuous ATOs for Navy IS and Platform IT systems.

    DESIRED SKILLS AND EXPERIENCE:

  • Have the ability to plan, estimate, propose, execute, staff, budget, and close out RMF/Cyber projects.

  • Have the ability to develop requirements with the supported customer and design a solution to meet the RMF/Cyber requirements.

  • Have the ability to analyze a provided solution to compare with the current environment(s) and determine if the solution meets the mission requirements.

  • Be able to handle multiple tasks and projects concurrently.

  • Have strong communications skills in verbally presentations and written documents.

  • Have problem solving skills in personal management, project management, and providing deliverables Good organizational skills.

    REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a US Citizen.

  • Must have an active Secret clearance.
