Job Description/Essential Functions:

Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse. Horizon House is Pennsylvania's oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout South and North Eastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice.

We are seeking a qualified Payroll Associate to support our agency by managing and  administering the daily operations of the Payroll Department: To ensure the accurate and timely processing of the Agency's bi-weekly payroll, submission and payment of all payroll taxes, and compliance with all federal, state and local government reporting requirements.

Prepare manual checks on off cycle payroll period.

Answer questions and troubleshoots problems from staff pertaining to payroll matters.

Responsible for verbal and written communication to all staff regarding payroll issues.

Review and verify Personnel/ Payroll Action Forms (PPAF) information; confirm that information is complete on time sheets and resolve any outstanding issues; prepare data input sheets for system submission..

Post to and regularly audit payroll database to ensure that accurate information is maintained. Process and track accruals of leave time for all employees Reviews and approves the processing of garnishments. Conducts audits of all voluntary deductions and garnishments.

Job Qualifications:

The successful candidate will have the following:

  • High School diploma or GED equivalent and at least four (4) years experience of payroll processing or any combination of experience, education or training that would provide the level of knowledge, skill  and ability required.
  • Ability to work independently on multiple tasks with varying priorities. Must be able to meet strict deadlines.
  • Knowledge of payroll processing/employment laws, strong organizational and anticipatory skills with good follow-up necessary.
  • Excellent interpersonal and problem solving skills.
  • Proficiency in Microsoft Office programs (Word, Excel, PowerPoint and Outlook), and HRIS software required. Knowledge of data base  systems preferred.
  • Paylocity software experience, preferred.
  • Good oral and written communication skills.
  • Able to train and present information to others on regarding the payroll software.
  • Good analytical skills.
  • Detail oriented.
  • The incumbent may need to travel between locations to train.

Scope: Required sitting for long periods of time. Light lifting and/or carrying, not to exceed 25 lbs.
