Job Description/Essential Functions:

Horizon House, Inc. is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues, and substance abuse. Horizon House is Pennsylvania's oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout South and North Eastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choice.

Currently, we are seeking a full time Housing Resource Specialist to work in our Homeless Services Case Management Division.  The ideal candidate for this position will assist with source marketing affordable apartments for independent living.

Responsibilities include record-keeping, and may assist with lease renewals, budgets, implementation and management of information systems related to housing. This position will also; * Assist participants in maintaining clean safe apartments. May assist with cleaning, purchase of furnishings and procuring necessities (e.g telephone, bedding, dishes, cleaning supplies, etc.) * Responsible for assisting with housing operations for program apartment management including. * Responsible for compliance on all governmental housing regulations and issues such as HUD, RDA State, Local and Federal. * Responsible for lease management and monitoring. * Assist with developing, implementing and monitoring of program policies, procedures and operations. * Conduct initial assessments to collect participant information in order to develop comprehensive histories. * Serve as liaison between participants, landlords and support staff. * Participate with planning sessions and committees both within the Homeless Services Division, the Agency and external entities. * May be scheduled to provide off hours on-call support to participants.

Job Qualifications:

  • B.A/B.S degree in Human Services/Social Sciences, Healthcare or a related field preferred, 3-4 years of experience in the MH/MR or related field, or any combination of experience, education or training that would provide the level of knowledge, skill, and ability required.
  • Excellent communication skills both oral and written.
  • Detail oriented and very strong organizational skills.
  • Proficiency with computers and Microsoft Excel.
  • Must be available for local travel and a valid driver's license with an acceptable driving record(preferred) Scope:

  • Local travel required, including transporting program participants.

  •  Frequent talking and listening.

  • Light lifting and/or carrying, not to exceed 25 lbs.

  • Requires walking, climbing, bending, stooping, or kneeling associated with all building inspectionsand acquisitions

  • May require crisis intervention in emergency situations.

  • May be required to report to work duringemergencies, including inclement weather.
