Transportation Engineer IIIPerforms advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Transportation Engineer IVPerforms highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Engineer IIIPerforms complex hydrologic and hydraulic analysis of structures over waterways and summarizes the analysis in report form.Assists in developing and/or monitoring budgets.Interprets the Utility Accommodation Policy.Monitors State and Local Government consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.Monitors contractors' compliance with plans and specifications.Negotiates and oversees negotiations of fees, explains scope of work and monitors State and Local Government consultant design contracts.Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects.Performs and/or coordinates the review and processing of Plans, Specifications Estimates (PSE) submission, special specifications or special provisions.Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges.Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges.Reviews shop drawings prepared by fabricators for bridges and related structures.Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.Reviews, processes and certifies project design plans developed by State and Local Government consulting engineers.Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource management of transportation projects.Performs other job responsibilities as assigned.Transportation Engineer IVFormulates, develops and/or monitors budgets and financial information.Serves as a project manager overseeing consultants performing advanced and complex engineering work.Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for highly complex transportation projects.Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.Monitors State and Local Government consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.Negotiates and/or oversees the negotiation and development of fees, explains scope of work and monitors State and Local Government consultant design contracts.Performs and/or coordinates the review and processing of Plans, Specifications Estimates (PSE) submission, special specifications or special provisions.Represents the district/division at technical meetings and public hearings at local, state, federal and/or international levels.Reviews, processes and certifies project design plans developed by State and Local Government consulting engineers.Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource man gement of transportation projects.Performs other job responsibilities as assigned.
