The People and Culture Associate performs complex clerical and administrative tasks requiring specialized knowledge of departmental and city-wide operations to support effective and efficient operations for the People and Culture department. This position has daily contact with citizens, external vendors, and other members of the public as well as frequent communication with city employees from all departments and all levels. May act as the first point of contact for people entering the department.

Essential duties and responsibilities:

  • Answer department phones and route calls to appropriate parties within the City offices; respond to routine inquiries regarding the processes/procedures related to department operations.

  • Monitor P+C email box and coordinate responses with team.

  • Greet department visitors courteously, address routine inquiries, or direct visitors to appropriate personnel.

  • Maintain the accuracy, integrity, and confidentiality of P+C files, records, and documentation.

  • Answer frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; refer more complex questions to appropriate senior-level staff or management.

  • Perform periodic audits of files and records to ensure all required documents are collected and filed appropriately.

  • Assist with job requisitions, recruiting, and personnel actions.

  • Act as a liaison between organization and external benefits providers and vendors, which may include health, disability, and retirement plan providers.

  • Conduct or assist with new hire orientation.

  • Coordinate with departments regarding performance evaluations, step plans, required trainings, etc.

  • Plan and/or assist in planning special events including but not limited to training, meetings, wellness events, employee recognition events, and holiday gatherings.

  • Perform routine maintenance on office equipment, such as changing printer toner cartridges, adding paper to copiers, etc., call for service vendors as necessary.

  • Participate as the P+C liaison and member of the employee Pfun Committee.

  • Make travel arrangements for department staff, as needed.

  • Facilitate department purchases and reconcile charges for the P+C budget.

  • Performs other related duties, as assigned .

    Qualifications and Skill Requirements:

    Formal Education: Associate degree in HR or a related field. Relatable Work Experience: Three (3) years of administrative or office experience. Training, Licenses, or Certifications: None required. Preferred Qualifications: APHR or above certification. Related municipal government or Human Resources department experience.

    Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
