Office of the Chief of Staff of the Army Program Analyst in Pentagon, Virginia

Summary About the Position: Serves as a Program Analyst within the Acquisition Support Program Analysis Division (ASPAD) providing quantitative assessments, independent analysis, and executive-level recommendations to the Director of Program Analysis & Evaluation and Army Senior leaders in building and defending the Army's Program Objective Memorandum (POM). Responsibilities Conducts independent analysis to identify program critical requirements, capability shortfalls and resourcing options to optimize program delivery within PPBE framework. Evaluates strategy, policy, program documents. Lead and participate in cross-functional studies and assessments to identify, validate, and program cost assessments supporting Army equipment modernization and acquisition program decisions across the PPBE framework. Leverages knowledge of Army programs and PPBE resourcing data to develop enterprise assessments and risk mitigation solutions to inform senior leader decisions across the acquisition life cycle. Represents Army equities in the assessment and evaluation of Program Budget Review (PBR) engagements with OSD/CAPE in the PBR process. Identifies deficiencies, risks, and evaluates resourcing options. Participates in the development and presentation of briefings, documents, and recommendations to senior leaders in assessing requirements, timelines, and capabilities for Army modernization programs. The candidate selected for this position will be non-competitively promoted to the target grade of GS-14 upon completion of the following requirements: (a) satisfactory demonstration of ability to perform at the higher-grade level; (b) recommendation for promotion by supervisor; and (c) completion of all OPM qualifications, including time in grade and all conditions of employment. GS-13 Specialized Experience: One year of specialized experience which includes conducting program analysis, resource evaluation or data analysis using quantitative and qualitative techniques; analyzing the effectiveness of programs across multiple phases of the Planning, Programming, Budgeting, and Execution (PPBE) process; and aligning resources based on program needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). GS-14 Specialized Experience: One year of specialized experience which includes Conducting independent analysis of assigned programs and complex weapon systems, to evaluate requirements and recommend programmatic actions using qualitative and quantitative methods to assess program needs and optimize resources; Coordinating with Agency stakeholders to assess policy implications and recommend program adjustments across the Planning, Programming, Budgeting, and Execution System (PPBES) to influence the agency Program Objective Memorandum (POM); Communicate impacts and recommends to senior executives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Communications Financial Management Systems Organizational Performance Analysis Planning and Evaluating GS-13: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
