Summary About the Position: Serve as Synchronization Staff Officer (SSO), Action Officer (AO), and principal representative for G8, Force Development Directorate in matters pertaining to one or more assigned systems. Responsibilities Analyze and identify potential for joint programs with other Services and allied nations and makes recommendations for programs. Assist leadership in all facets of the Army Requirements Oversight Council (AROC) process. Determine and recommend system requirements, Initial Issue Quantity (IIQ), Army Procurement Objective (APO) and Army Acquisition Objective (AAO) for assigned systems. Coordinate the Cost and Operational Effectiveness Analysis for assigned systems to review and determine the affordability of identified material requirements. Work with Program Executive Officer (PEO) and Project Manager (PM) to develop strategy and justification of resources to support system requirements to Army leadership, OSD, OMB, and Congress, resulting in funding of programs. Develop Program Objective Memorandum (POM) and Extended Planning Period (EEP) material/monetary requirements and input for assigned systems. GS-13 Specialized Experience: One year of specialized experience at the GS-13 level which includes identifying acquisition planning guidance during the budget development process; formulating hardware systems distribution plans; and developing new systems to improve acquisition program efficiency and effectiveness. GS-14 Specialized Experience: One year of specialized experience which includes developing mission requirements, strategies, capabilities, and/or coordinating programs; developing and overseeing fielding plans and force modernization activities; planning the development of the Program Objective Memorandum (POM) and Extended Planning Period (EEP) material/monetary requirements and input for assigned systems; converting senior leader guidance into program and budget instructions for assigned systems. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Organizational Performance Analysis Requirements Analysis GS 13- Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). GS-14- Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
