Office of the Chief of Staff of the Army MANAGEMENT AND PROGRAM ANALYST (UAS DIV CHIEF) in Pentagon, Virginia

Summary About the Position: Serves as the Deputy Division Chief for Unmanned Aerial Systems (UAS), DAMO Aviation, Headquarters Department of the Army (HQDA) G-3/5/7. Works under the direct supervision of the Division Chief, UAS, and the Director, Army Aviation. Responsible for serving as the UAS user's representative at the HQDA level to the Joint Staff, Office of the Secretary of Defense, and Congress. Responsibilities Serve as the senior technical advisor for UAS to the Director, Army Aviation (DAMO-AV). Integrate knowledge and application of Doctrine, Organization, Training, Material, Leadership, Personnel and Facilities (DOTML-PF) with UAS concepts, capabilities, and requirements. Prepare technical recommendations and/or comments on projects. Review and/or oversee documentation such as Functional Needs Analysis (FNA), Functional Solution Analysis (FSA), Initial Capabilities Document, Capability Development Document, and Capability Production Document. Advise the HQDA G-3/5/7; Commander, USAACE and other senior members of the Aviation General Officer Steering Committee as appropriate. Maintain liaison, coordinates and integrates UAS efforts and initiatives with other service components through the Joint UAS Center of Excellence. Conduct briefings attended by leading technical and functional personnel senior/high ranking government and industry officials, technical and military panels, and committees. Research appropriate literature to keep abreast of DA UAS operational and organizational current and future objectives. Requirements Conditions of Employment Qualifications Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 YEARS by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes implementing long term strategic initiatives impacting Unmanned Aerial Systems (UAS); developing policy recommendations for senior leaders in support of Unmanned Aerial Systems (UAS); monitoring budgets and resource allocations; and conducting briefings to higher level personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial period may be required. Direct deposit of pay is required.
