Responsibilities PRIMARY PURPOSE: To serve as Management Analyst for HQ AF/A10 providing support to examine, evaluate, and conduct operations assessments of Air Force nuclear entries activities to recommend courses of action to improve enterprise health. DUTIES: Directly supports the Deputy Chief of Staff (DCS), Strategic Deterrence and Nuclear Integration (HAF/A10) on nuclear capabilities, nuclear enterprise acquisition requirements, stockpile sustainment and modernization, and budgetary matters by providing complex management support through a broad range of technical, analytical, and programmatic activities to develop plans, policy, and doctrine. Provides interagency coordination support, evaluates the impact to nuclear and nuclear-related information based on changes in regulatory and legislative requirements, long range program goals, and other critical factors to ensure mission accomplishments. Provides additional support as the A10 Government SAP Security Officer (GSSO). Prepares and presents professional, high-level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Requirements Conditions of Employment Qualifications Conditions of Employment (Continued): Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. QUALIFICATIONS: In order to qualify, you must meet the Special Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery knowledge of application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied; expert knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events milestones, and methods of evaluating the effectiveness of planning actions as they relate to actual events; comprehensive knowledge of a broad range of National, DoD, and security disciplines, e.g., personnel, industrial, information, physical, operations, information systems, foreign disclosure, sensitive compartmented information SCI and SAP as well as the principles, concepts, policies, practices, and methods of security administration; broad knowledge of the various command entities involved in overall planning and execution of operations and evaluations; knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization; knowledge of analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; knowledge of the development of new or modified work methods, organizational structures, management processes, and/or program administration procedures; knowledge of designing and conducting comprehensive studies and developing solutions to broaden important and severe command operations and contingency areas; and knowledge of planning, organizing, and developing studies or projects to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may conflict with previous programming. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skilled in the ability to apply background, knowledge, and experience to complicated and complex issues facing the nuclear enterprise and explain the importance of nuclear deterrence, supportive weapon systems' capabilities and capacities, and their modernization and sustainment. Knowledge and skilled and able to apply qualified and conditional knowledge (proficiency) of the DOD's Joint Capabilities Integration Development System (JCIDS), Planning, Programming, and Budgeting System (PPBS), and the Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans. Skill and ability to apply qualified and conditional knowledge (proficiency) and experience of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Demonstrated skills and ability to conduct, process, and explain matters involving nuclear planning, enterprise transformation, emergent and future concepts, requirements development and formulating alternative solutions to broad, mission-related problems; ability to communicate effectively and in a timely manner, both orally and in writing, along with gathering, assembly, and analysis of facts, conduct analysis, draw conclusions, devise recommended solutions, and package the entire process into briefings, papers, or reports suitable for top management use and decision-making. Ability to apply qualified and conditional knowledge (proficiency) and experience of Special Access Program (SAP), Sensitive Compartmented Information (SCI) security procedures, Alternative Compensatory Control Measures (ACCM) procedures, and the AF process for accessing personnel to DOE SIGMA information/material. Apply knowledge, experience, and skills garnered from a broad range of security program relationships, and proficiency in information, personnel, and industrial security in making decisions and affecting actions to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs, within the DOD, with DOE, and with Allies and partners.
