Navy Federal Credit Union Vice President, ICFR in Pensacola, Florida
Overview
The VP of ICFR in a SOX Like control environment will frequently interact with other executive leaders as part of managing all ICFR and regulatory compliance processes in a SOX like control environment and ensure alignment with Navy Federal’s overall goals, strategies, mission, and vision. Work closely with AVP/ICFR-SOX, business process owners, and other stake holders in support of the company’s execution of ICFR, Information Technology General Controls (“ITGC”), and regulatory compliance programs. In partnership with the with AVP/ICFR-SOX, oversee the development and execution of the company’s ICFR and ITGC programs while ensuring compliance with regulatory rules under NCUA, GSE servicing requirements, and Generally Accepted Accounting Principles (“GAAP”).
Responsibilities
Oversee the coordinating, reporting, and supervising the testing of ICFR and ITGC controls with ICFR impact
Oversee all non-IT related risk functions within regulatory and financial (ICFR) risk domains
Liaise with Enterprise Risk Management, Finance Risk Management, external and internal auditors, legal, regulatory compliance, and policy regarding ITGC with ICFR and ICFR business processes
Liaise with business areas regarding strategy and products/services with impact to Accounting
Direct enterprise-wide risk and control initiatives as it relates to ICFR and ITGC w/ICFR impact
Direct development of initiatives to improve testing efficiency through the use of data analytics, testing automation, and optimal use of the enterprise GRC tool
Oversee ITGC controls with ICFR or regulatory impact assessment, providing a single point of contact to verify findings with control owners, monitor remediation activities and provide periodic management reporting
Oversee the design, develop, and lead the implementation of a SOX like control environment to include the Key Control Matrix, information system control and risk related projects and initiative
Collaborate with business owners and ensure SOX documentation meets Enterprise Risk Management (ERM) framework
Oversee the coordination with IT leadership on the design, implementation, and evaluation of ITGC and automated system controls and configurations
Direct the review control findings and determine severity and impact on the financial statement
Partner with business units on remediation of control findings
Collaborate and advise business owners on remediation of operational-related events (e.g., control development consultation) and monitoring plans for accounting
Oversee change management and risk assessment of new products/services or initiatives (e.g., CECL)
Direct the establishment and monitoring of accounting KRIs (threshold and limits) in support of enterprise risk which includes managing and directing general business line view and special program risk reporting
Serve as a controls subject matter expert regarding business functions, systems, policies, processes and/or procedures with ICFR impact
Approve the review and opine on process owner, internal audit, and external auditor findings from a ICFR control deficiency perspective, and prepare summary reports for Executive Management
Remain informed of current and proposed accounting, regulatory and ICFR financial changes, standards/practices and regulations and assess the preliminary impact on the organization
Approve final management/board reporting pertaining to ICFR and ITGC with ICFR business processes
Perform supervisory/managerial responsibilities
Performs other duties as assigned
Qualifications
Bachelor’s Degree in Accounting or Finance, or the equivalent combination of education, training, and/or experience
Extensive experience in accounting/finance leadership role; preferably with a Big 4 public accounting firm and/or in a publicly traded banking or financial services environment
Extensive experience in the analysis of financial transactions, related processes and key controls around data supporting general ledger entries
Significant experience implementing key control matrices, risk assessment, and preparing and reviewing process narratives to identify ICFR controls and ITGC controls with ICFR impact
Significant experience in SOX management
Strong technical understanding and significant experience with US GAAP, SOX, ASC and COSO
Ability to effectively interpret and remediate findings from internal and/or auditors and regulators
Significant experience directing large project efforts from an information systems perspective
Expert knowledge of banking/financial industry standards and practices
Executive level experience managing and leading high performing and engaged teams
Expert skill demonstrating thought leadership in providing vision & strategic thinking
Expert leadership, delegation, coaching, and mentoring skills and the ability to make sound long and short-term business decisions
Expert experience in managing cross-functional, multi-dimensional teams and projects of the highest complexity which have business risk and impact
Desired
Master’s Degree in Accounting or Finance or a related field, or the equivalent combination of training, education, and experience
Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA)
Project Management Professional (PMP) certification
Knowledge of Public Company Accounting Oversight Board standards
Knowledge of National Credit Union Association “NCUA) and Federal Credit Union Act (FCUA)
Knowledge of trade associations in the credit union industry (CUNA, NAFCU)
Industry expertise
Advanced knowledge of Navy Federal's functions, philosophy, operations, and organizational objectives
Experience with credit union financials and/or NCUA regulations
Hours: Monday - Friday, 8:00AM - 4:30PM
