The Northwest District Regional Operation Center in the Water Quality Assessment (Monitoring) Program is accepting applications for a full-time Environmental Specialist II position.

Summary of Duties:

Performs data accuracy reviews on all data collected. Uploads physical and chemical data into the Watershed Information Network for three North Florida Regional Operation Centers (ROCs) Strategic Monitoring project and all projects for Northwest ROC. Employee is responsible for overseeing the data entry activities for the Strategic Monitoring data collected by the North Florida ROCs. Assists with QC of data entered into various databases. Archives laboratory reports for the Northwest ROC. Schedules laboratory requests for special projects and Basin Management Action Plan support projects in LIMS. Ensures the preparation of sampling containers and kits for special projects with other team members assisting. Responds to data requests by entities such as contractors, other agencies, property owners, citizens. Provides weekly updates to team lead and supervisor on all aspects of data management efforts for the team; ensures that supplies and equipment are ordered as necessary for special projects and BMAP implementation; assists in aspects of field prep and shipment for special projects, including BFA, and BMAP (Escambia County) and other Programs as assigned by supervisor.

Performs biological assessment and water quality sampling in freshwater, estuarine and marine ecosystems for Division programs. Biological assessments may include taxonomic analysis of freshwater flora. Completion of FDEP training and some bioassessment audits are required to conduct water quality data collection and specialized floral and faunal biological assessments, including the Stream Condition Index, Biorecon, Lake Vegetation Index, Rapid Periphyton Survey, Linear Vegetation Survey, and Stream and Lake Habitat Assessments. Assists with the implementation of water quality monitoring plans and logistical coordination with the team lead. Performs logistical planning in coordination with other personnel for field sampling events using GIS, internet, mapping programs, databases and other available sources. Performs field reconnaissance as needed prior to sampling events.

Provides technical assistance to the local DEP District with sampling and other monitoring or bioassessment needs. Conducts complaint investigations as requested for non-point source or point source related water pollution violations, such as fish kills, algae blooms, reports of odor, foam, etc. These activities should be coordinated through the team lead and prior approval should be acquired. Responds in a timely manner to inquiries from the public, the media and elected officials, per established agency guidelines and procedures. Provides action item reply within required timeframes. Attends program training as necessary. Assists in the training of newer personnel.

Assists with data analysis and the production of scientific reports to evaluate and interpret biological, chemical and physical data for surface water environments. Assists with the research and organization of local information pertinent to reports and collates that information into the reports as instructed by supervisor or other DEAR management.

Organizes and maintains equipment and other sampling gear. This includes organization of field projects, keeping inventory of coolers, kits and supplies needed for projects; cleaning of laboratory space, vehicles, and equipment. Performs maintenance or facilitates maintenance on sampling equipment.

Performs other duties as required and as necessary. Boat and trailer certification safety training is required.

Knowledge, Skills, and Abilities (Essential)

  • Knowledge and skill in the use of computers and software programs utilized for word processing, database management, and spreadsheet applications.

  • Knowledge of terminology, principals and analytical techniques of the physical and natural sciences.

  • Knowledge of the terminology, principles and sampling techniques for measuring surface water quality.

  • Ability to demonstrate attention to detail and consistency in following instructions with organization and prioritization of work


  • Skill in operating small powerboats.

  • Skilled in the operation and calibration of water quality field instruments.

  • Ability to collect, evaluate, analyze and interpret scientific or technical data.

  • Ability to understand and interpret applicable rules, regulations, policies and procedures.

  • Ability to communicate effectively verbally and in writing.

  • Ability to interact with the public in a courteous and respectful manner.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to perform field biology and water quality sampling techniques, including wading, snorkeling, and traversing difficult wetland

    terrain while carrying 40-pounds in harsh conditions.

  • Ability to functionally use mapping applications, e.g. Google Earth, ESRI GIS.

    Knowledge, Skills and Abilities (Preferred):

  • Knowledge of Laboratory Information Management Systems (LIMS).

  • Knowledge of environmental water chemistry.

  • Knowledge of Florida Department of Environmental Protection’s Watershed Information Network.

  • Skill in communicating with others on technical/data management issues.

  • Ability to become certified in DEP bioassessment methods (FS7000, FT3000, LVI1000, SCI1000), Habitat Assessment (FT3100), Stream Condition Index (SCI1000), Lake Vegetation Index (LVI1100), Rapid Periphyton Survey.

    Position Requirements:

  • Bachelor’s degree in Biology, Environmental Science or other natural science; or an Associates of Arts (AA) or an Associate of Science (AS) degree and 2 years’ experience in the environmental field

  • Travel

  • Driver’s License

  • Must have prior approval and meet the snorkeling requirements in the DEP Underwater Operations Manual.
