The Office of Administration is seeking a highly motivated Administrative Officer 4 to function as the Language Access Program Manager to support and coordinate the evaluation, development, and implementation of language access tools, policies, procedures, and strategies of Commonwealth agencies under the Governor's jurisdiction with a focus on language access for individuals with limited English proficiency (LEP). DESCRIPTION OF WORK

As a Language Access Program Manager, you will coordinate with agencies to analyze each agency's language access needs, evaluate each agency's existing language access approach, and recommend updates or adjustments to the agency's approach. You will also identify areas where agency needs overlap and certain tools, resources, or solutions which could be shared across agencies for efficiency and effectiveness. This professional strives to foster cooperation and consistency across agencies to continue expanding language access for individuals seeking to interact with or receive government services from Commonwealth agencies. Within this role, you will also advise agencies that provide Commonwealth-wide operations, programming, and services regarding methods for identifying, streamlining, coordinating, procuring, and implementing tools and resources that will support maximum language access, promote efficiency and cost-effectiveness across agencies, and uphold a consistent experience for individuals encountering different Commonwealth agencies to the extent feasible.

Work Schedule and Additional Information:

  • Full-time employment

  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.

  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 3 (Commonwealth title);or

  • Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four-year college or university;or

  • Any equivalent combination of experience and training.

    Additional Requirements:

  • You must have expert level knowledge of federal, state, and local laws, regulations, and policies regarding language access that may apply to Commonwealth agencies and programs.

  • You must have experience evaluating language access needs and designing and implementing language access tools and strategies for large organizations, considering applicable laws, regulations, and organizational goals.

  • You must have excellent communication skills in English.

  • You must have experience collecting and disseminating information about relevant government services in a way that is easy to understand

  • You must be familiar with the community-based services and government programs most used by Pennsylvanians with limited English proficiency.

  • You must have experience implementing strategic plans and identifying key performance indicators to evaluate progress.

  • You must have experience developing and executing large scale trainings on language access and all applicable policy directives, guidelines, and statutes.

  • You must be able to perform essential job functions.

    Preferred Qualifications (not required):

  • Demonstrated proficiency in a non-English language.
