U.S. Pacific Fleet, Commander in Chief ENVIRONMENTAL SPECIALIST (WORKFORCE) in Pearl Harbor Naval Base, Hawaii

Summary You will serve as a ENVIRONMENTAL SPECIALIST (WORKFORCE) in the Workforce Development Branch (Code 106B.1), Occupational Safety, Health and Environment (OSHE) Office (Code 106) of PEARL HARBOR NSY AND IMF. Responsibilities You will be responsible for identifying development and training needs for personnel in the Environmental Division (C106.3), aimed at developing employees to full GS-12 performance level, meet Department needs, training requirements, etc. You will implement capability management to identify training an development gaps, collect data and present findings to leadership with recommendations on how to close performance gaps of other environmental specialists. You will evaluate the effectiveness of Shipyard's Environmental Division (C106.3) programs and project management functions to ensure requirements are effective and efficiently carried out and goals and objectives are fulfilled. You will regularly assess program and project management processes and functions for completeness and technical accuracy, objective achievement, and resolution of problems. Requirements Conditions of Employment Qualifications GS-12 Grade level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing environmental programs (e.g., RCRA, non-RCRA, Used Oil, PCBs, Asbestos, industrial waste, etc.) by developing, implementing, and/or advising on program directives, standards or procedures to evaluate and ensure regulatory compliance; assessing training and development competencies and identifying development gaps and training needed for personnel development to the full performance level. GS-11 Grade level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical assistance on all aspects of environmental protection requirements to include training environmental specialists for development to the full performance level.
