Program Management Analsyt, Senior

Bowhead is actively recruiting a Program Management Analyst, Senior to support PMA-263 Small Tactical Unmanned Aircraft Systems Program Office at NAS Patuxent River, MD. Position is hybrid.

Responsibilities

The Program Management Analyst, Senior also serves as the PMA-263 UAS Integration Coordinator and applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

The Program Management Analyst, Senior shall provide program management support for PMA-263 and may include the following:

  • Support ETMS2 Tasking assessment from various external sources, consolidate material from multiple teams, and provide a cohesive response within directed guidelines and timelines.

  • Support Program Manager, Deputy Program Manager and Operations stakeholder information dissemination tools and techniques, to include critical information collection and organization (ex Brain Book and Information Repository).

  • Assist the Program Manager and Resource Sponsors (including but not limited to; MIP, OPNAV, Programs and Resources (P&R) Fires Maneuver Integration Division (FMID), HQMC Aviation UAS Programs (APX)) in the coordination, upgrades and submits of Congressional Responses, Program Objective Memorandum (POM), Program Review (PR), issue sheet development, senior level briefings, budget drills, reclamas, as well as coordinate inputs and ensure that data provided is in applicable format.

  • Prepare meeting agendas, coordinate, attend and participate in requirements reviews, reviews, system working group meetings, technical interchange meetings, program review meetings, test planning meetings, and other meetings as required/directed and prepare and distribute meeting

  • Coordinate and participate in working groups, meetings, and conferences with other Program Manager, Air (PMAs) offices, Program Executive Offices (PEOs), Navy and other military services to coordinate program plans, road maps, and reviews of potential technologies that may aid in accomplishingprograms.

  • Support planning activities to include presenting alternative funding or acquisition strategies and cost estimates for new program requirements for Government consideration and appropriate

  • Support related source selection evaluations as permitted by law and regulation to include performing analyses of contract proposals, change proposals and technical changes including related on-site reviews at applicable

  • Support build of analyses of projected and actual weapons systems a cost, including program engineering requirements, logistics requirements, test and integration efforts, contractor’s cost, and potential product improvement Provide recommendations to support each initiative, their potential return on investment, and associated risk to the program.

  • Provide recommendations and alternatives in support of program execution, spend plan development, out-year planning, and the creation of POM issue sheets as related to the Planning, Program, Budgeting, Execution (PPBE) process. Contribute to the development of white papers, quad charts and trade

  • All other duties as assigned.

Qualifications

  • Education/Experience: MA/MS degree* with over 10 years of experience.

  • *There are allowable education substitutions. Degree shall be in a business-related or technical discipline.

  • A Senior level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently.

  • A Senior level person may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

Required Experience:

  • Must have provided UAS subject matter expertise to senior leadership in the UAS integration efforts and coordination of PMA ETMS2 sourced Taskers and portfolio related requirements.

  • Must have collected, completed, organized and interpreted data relating to UAS acquisition and product programs, and tracked program/project status and schedules.

Desired Experience:

  • Strongly desired to have experience in supporting a Program Office and Requirements Officers (ROs) in the coordinated development of briefings and other materials to support fleet liaison meetings including but not limited to; Battle Rhythm meetings, Transition Task Force (TTFs) meetings and Operational Advisory Groups (OAGs).

  • Strongly desired to have experience in analytic techniques to support execution of program/project objectives to include requirements, status, budget and schedule build.

  • Strongly desired to have performed management, technical, or business case analyses.

  • At least three to five years of UAS knowledge and experience, specifically small tactical (Groups 1 through 3)

  • Knowledge and expertise in advanced sensors and Payloads

  • Knowledge and expertise in the PPBE process

  • Knowledge and expertise in UAS ISR Systems

  • Knowledge and expertise in USMC DC CD&I and DC P&R policies and processes

Physical Demands:

  • Must be able to lift up to 25 pounds

  • Must be able to stand and walk for prolonged amounts of time

  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Top Secret clearance at this location.
