Position Summary

Under the general supervision of the County Manager and the Health Director, develops and implements plans for Public Health Emergency Preparedness and Response (PHEP) and Emergency Management Preparedness and Response to a variety of emergent events and disasters.

Essential Job Functions

  • Analyzes available information, assesses needs and writes plans for countywide preparedness and response to bioterrorism, infectious disease outbreaks and other public health emergencies, may perform electronic disease surveillance/epidemiology functions
  • Point of contact with AZ Dept of Health Services, (ADHS), Az Coalition for Healthcare Emergency Response (AZCHER), Centers for Disease Control (CDC), AZ Dept of Emergency and Military Affairs (DEMA), Federal Emergency Management Agency (FEMA) as well as other Local, State and Federal agencies
  • Develops, improves and assures that the Countys emergency preparedness plans are in place, current and ready to respond to disaster events and public health emergencies; integrates the Countys preparedness plans with Public Health as well as with surrounding communities
  • Coordinates with La Paz Regional Hospital and Parker Indian Health Centers on training, exercises, planning and providing support for their emergency operations as may be needed
  • Coordinates the activities of the Local Emergency Planning Committee (LEPC) and serves as a county representative for emergency management matters
  • Coordinates the development of plans and builds cooperation and coalitions with other emergency service planners and providers; implements approved plans and is a lead member of an on call team of responders, as part of the capacity for a 24 hours per day, seven days per week emergency response plan
  • Assesses training needs, develops emergency response training exercises, and provides training or locates available training providers to satisfy training needs
  • Submit grant applications for program funding and provide financial oversight on grant expenditures
  • Develops information and education for release to the public, and makes public presentations
  • Prepares correspondence, records and reports; performs recordkeeping functions for the Bureau of Readiness and Response (BORR) (Public Health Emergency Preparedness Program); develops office library of related books, emergency response plans and other resource materials
  • Performs other duties and fulfills other responsibilities or contractual obligations as assigned
  • Establish, staff and operate an Emergency Operations Center as may be required by event(s) occurring within La Paz County, implements approved plans and is a lead member of an on call team of responders, as part of the capacity for a 24 hours per day, seven days per week emergency response plan
  • Assesses training needs, develops emergency response training exercises, and provides training or locates available training providers to satisfy training needs
  • Develops information and education for release to the public, and makes public presentations; prepares correspondence, records and reports; attends meetings and trainings to keep informed with regard to national, state and local issues affecting emergency management; communicates to top management regarding emergency management planning and implementation; maintains,
  • Controls and accounts for all emergency equipment and supplies received from State and Federal sources
  • Performs other duties and fulfills other responsibilities or contractual obligations as assigned.
