The Program Manager will support Naval Surface Warfare Center Panama City Division (NSWC PCD), overseeing and directing a broad range of program support functions related to technical operational analysis and documentation, business, and financial reporting support. This will involve critical responsibilities for the planning, implementation, and success of complex projects essential to the operational effectiveness of Navy and broader DoD initiatives. The Program Manager will provide strategic oversight of operational concepts and technical evaluations, as well as the development and execution of high-level strategic initiatives and business plans. Their expertise will guide the formulation, organization, and execution of program goals, ensuring alignment with military requirements and operational schedules.

ESSENTIAL FUNCTIONS:

The Program Manager will be responsible for:

  • Leading program support services, focusing on NSWC PCD mission support areas and potentially extending support to various DoD departments and components as required.

  • Providing strategic recommendations, analyses, and inputs concerning CONOPs, field operations, and technical data calls, including conducting trade studies and technical evaluations.

  • Engaging in key program and project planning and strategy sessions, facilitating discussions with command leadership and managing relationships across departmental and divisional levels.

  • Developing and maintaining strategic initiatives and business plans, critically reviewing and managing high-level requirements and ensuring their alignment with organizational goals.

  • Organizing and maintaining an extensive library of program documentation, utilizing specific formats or databases for efficient data management and retrieval.

  • Attending and actively contributing to various command-level meetings, delivering detailed minutes, managing action items, and coordinating essential meeting logistics.

  • Designing, developing, and delivering comprehensive presentations and multimedia content that encapsulate emerging operational concepts and strategies, tailored to meet the needs of NSWC PCD and other military stakeholders.

  • Compiling and reporting monthly project accomplishments, integrating data on schedule, cost, and technical performance.

  • Providing inputs to the tailored Earned Value Management (EVM) system of NSWC PCD, supporting integrated project management efforts to ensure programs remain on schedule and within budget.

  • Performing other duties as assigned.

    REQUIRED QUALIFICATIONS:

  • Bachelors degree in a technical or managerial discipline with at least 5 years of program management experience, particularly in managing complex DoD engineering support services contracts

  • Extensive experience with business and financial management within research and development settings.

  • Demonstrated ability to develop strategic presentations and communications that effectively convey complex information to diverse audiences.

  • Proven negotiation skills and the ability to secure the necessary resources and support for large-scale projects.

    DESIRED QUALIFICATIONS:

  • DAWIA Program Management certification, PMP, or equivalent

  • Strategic thinking and problem-solving abilities, with a focus on optimizing program outcomes and efficiency.

  • Experience in high-stakes environments, demonstrating the ability to manage complex projects and achieve objectives under tight deadlines.
