Job Responsibilities for Security Manager

Program Management Operations

  • Develop and implement comprehensive protection program management operations.

  • Establish and maintain S&S planning and procedures.

  • Oversee management control and provide program-wide support.

Information Security

  • Establish and maintain basic information security requirements.

  • Implement technical surveillance countermeasures and operations security.

  • Provide classification guidance and ensure protection and control of classified matter.

Foreign Visits and Assignments

  • Administer and manage sponsor program for foreign visits and assignments.

  • Ensure compliance with counterintelligence requirements and export controls.

  • Oversee security requirements, approvals, and reporting.

Site Security Management

  • Develop and submit the Site Security Plan (SSP) for protecting national security and property assets.

  • Administer and coordinate the S&S Program at the PAD site.

  • Appoint and approve ODSA and FSO with DOE-HQ.

Safeguarding Assets

  • Prevent loss, theft, diversion, unauthorized access, misuse, or sabotage of radiological and chemical assets.

Directive Compliance

  • Ensure applicable S&S directives, plans, and procedures are communicated to subcontractors.

  • Provide approved S&S Procedure(s)/Plan(s) to all DOE prime contractors at the PAD site.

Evaluation and Updates

  • Routinely evaluate and update S&S program plans or procedures.

  • Develop a process for minimum changes to plans and obtain ODFSA approval.

Staffing Plan

  • Develop and submit an annual S&S Staffing Plan for ODFSA approval.

  • Maintain necessary staffing for compliant S&S program implementation.

Training and Development

  • Provide development and training for security programs, education, and awareness.

  • Ensure S&S personnel receive necessary training for proficiency and competence.

Support Services

  • Provide intermittent support to the DOE PPPO Lexington facility upon request.

  • Attend project/integration meetings with other prime contractors and site Federal security representatives.

Requirements

  • Bachelor’s Degree from an accredited university or college and 10 years of technical security experience.

  • Must have expert knowledge of and experience implementing DOE security policies, procedures, Orders and Manuals to provide personnel security support, physical security support, information security support, cyber security support, and document review support.

  • Must be able to: maintain a working relationship with the Federal, State, and local law enforcement to provide personnel and government property protection.

  • Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.

  • Obtain and maintain a DOE Q-clearance.

  • Desired: Experience with DOE and NRC Security Requirements.

  • Desired: Experience with declassification efforts
