Primary Physical Work Address

Work Location
This position will support state owned properties with housing and homelessness programs in the Denver Metro area as well as the Bent County area in Southeast CO. This position will also be expected to work out of the Denver office occasionally.
Description of Job
The Division of Housing’s (DOH) (https://doh.colorado.gov/) Office of Homeless Initiatives (OHI) works to create and maintain solutions towards resolving homelessness across Colorado, including the operations of Supportive Residential Communities on state-owned property. OHI partners with state and local service providers and agencies to provide homelessness prevention, homelessness programs, and affordable housing opportunities with services for persons experiencing homelessness with complex needs: i.e. behavioral health conditions, disabling conditions, veterans, youth and persons experiencing long-term homelessness with frequent utilization of public systems.
Facilities Manager supervises activities, one program specialist, and two facilities specialists that oversee the Fort Lyon Supportive Residential Community program and property and the Ridge View Supportive Residential Community program and property. These two campuses are owned by the Department of Personnel and Administration (DPA), which has an Interagency Agreement with DOLA for the use of the properties for Supportive Residential Communities. Through additional contracts, DOLA provides an array of homelessness response services, programming, and housing, as well as property management and facilities maintenance. This position plans, directs, and coordinates activities of deferred maintenance, renovation, and/or operation of these campuses which provide full wrap-around services and housing assistance to over 200 adults residing on each property at any given time.
The primary duties and responsibilities of this position include, but are not limited to:
Project Management / Program Oversight
Oversee the Master Planning process to include the contract with planning consultants.
As the Department of Personnel and Administration (DPA) Partial Delegate for DOLA, oversee the capital construction process,the capital project request process and reporting process as defined by the Office of the State Architect.
Develop detailed project plans to include timelines, budgets, and resource allocation.
Manage the State Property Team while providing guidance to construction workers, subcontractors, and other partners.
Develop program guidelines, policies, and materials.
Establish and maintain a process for selecting and approving contractors and subrecipients.
Ensure all work meets the required standards, specifications, and timelines.
Monitor project costs and meet budget requirements.
Implement and enforce safety protocols to prevent accidents and injuries.
Manage collaboration between DPA, Office of the State Architect, and the agency for administration of construction projects and reporting requirements.
Unit Supervision
Oversight to State Property program and facilities management staff for Fort Lyon and Ridge View.
Manage resources to achieve organizational goals and legislative intent.
Develop and revise position descriptions, recommend hiring decisions, and participate in the interview process.
Resolve grievances, initiate progressive discipline, and provide mentorship and coaching.
Manage employee performance and offer professional development opportunities.
Budget Accounting
Develop and manage plans and budgets for facilities’s programmatic and on-going operations, as well as controlled maintenance requests and emergency capital improvement projects.
Oversee DOLA payment policies and procedures, which include checklists and pay request eligibility and completeness.
Articulate Colorado Operations Resource Engine (CORE) and federal (Treasury) systems to others.
Present annual reports and other reports as needed to DOLA leadership, the State Housing Board, Governor’s Office, American Rescue Plan Act (ARPA) Recovery Officers, and other state leadership showing status, milestones, outcomes, and impact of each campus.
This position must travel in-state frequently to visit the campuses and attend training, conferences, and/or meetings as needed.

MINIMUM QUALIFICATIONS
Experience Only: Eight (8) years of project, program, or facility management experience in public housing, healthcare, higher education, or similar campus facilities.
OR
Education and Experience: A combination of related education in logistics, business management, public administration, supply-chain management, or a closely related field (as determined by the agency) AND experience as described above equal to eight (8) years.
