Job Summary:

Responsible for designing complex digital infrastructure for enterprise IT/data systems. This work involves researching, selecting, and testing software standards, technology products, and federation approaches; defining and implementing integration strategies; and designing associated business rules, policies, and governance processes. This position requires specialized knowledge of digital learning systems and associated data handling, storage, transport, and assurance. Knowledge and prior experience with DoD/Federal IT and data policies (e.g., privacy, security, ICAM) and systems is essential, and familiarity with DoD/Federal cybersecurity and IT compliance regulations is required.

This position may be required to manage project teams and coordinate with technical working groups. This position requires 10+ years of related experience or equivalent.

Responsibilities

Job Responsibilities:

  • Design and develop the architecture of complex information systems.

  • Research, identify, and recommend new/emerging technologies and technical trends that add value across the enterprise.

  • Analyze system specifications to ensure the architecture supports intended business functions and performance criteria.

  • Define and document standards, best practices, and guidelines for system design and development.

  • Lead and participate in communication with key government and DoD stakeholders, including business analysts, project managers, and development teams, translating needs into technical solutions.

  • Assess and integrate third-party products and services, enhance functionality, and drive innovation through emerging technologies.

  • Review system performance data and user feedback, recommending architectural improvements and enhancements for newly implemented or sustained systems.

  • Identify and prioritize requirements in close coordination with the Program Manager and Government customer.

  • Lead cross-functional program teams and facilitate effective communication among functional leads.

  • Oversee quality control for IT environment development and maintenance efforts.

  • Support development and refinement of project Work Breakdown Structures (WBS) and Project Plans.

  • Assist in developing program documentation, including Standard Operating Procedures (SOPs), briefings, Statements of Work (SOW), best practices and other project execution documentation to ensure compliance with applicable DoD and Federal regulations.

  • Provide oversight, development and validation of test and evaluation, and management of key performance indicators (KPls).

  • Provide technical guidance, management, and support to project teams.

  • Assume technical solution ownership for multiple related projects.

Qualifications

Minimum Qualifications:

  • Must be a US Citizen and able to obtain and maintain a US Government Secret Clearance.

  • 5+ years’ experience as a System Architect or Software Architect.

  • Bachelor’s Degree in Instructional Technology, Computer Science, Engineering, Electrical Engineering, Education, Information Technology, Information Systems, Computer Engineering, Technical, Software Engineering, or Management Information Systems.

  • Experience leading complex technical projects acrosscross-functional

  • Excellent verbal and written communication skills and interpersonal abilities.

  • Experience managing multiple tasks within a face-paced, high-volume, dynamic work environment.

  • Maintain mental flexibility with the ability adapt to rapidly evolving requirements and priorities.

  • Experience gathering operational requirements and translating them into technical requirements for development projects.

  • Exceptional organizational skills and attention to detail.

  • Effective analytical and problem-solving skills to make sound decisions and approach problems with curiosity and open-mindedness.

  • Ability to approach tasks in a structured, reliable, and foresighted manner with a high level of initiative, individual responsibility, enthusiasm, positive, "can do" attitude, and strong social skills.

Desired Qualifications:

  • Master’s in Instructional Technology, Computer Science, Engineering, Electrical Engineering, Education, Information Technology, Information Systems, Computer Engineering, Technical, Software Engineering, or Management Information Systems.

  • Architecture development software applications, visual modeling language applications, Object-Oriented programming concepts, relational database management concepts, and familiarity with industry best practices.

  • Estimation of effort resource requirements and schedules, writing functional specifications, and managing compliance with original scope baseline

  • Communication: Effective interaction with and presentation to senior government representatives and stakeholders, including the ability to convey complex ideas in simple terms and match a presentation to an audience’s level of technical depth.
