This position does not require relocation; however, it requires temporary travel for a maximum of 3 weeks at a time.

General Position Description

Provides technical expertise to project team members and Conti leadership to improve processes, eliminate waste and execute key activities such as reviewing proposals for buildability, executing commissioning and ensuring the execution of the Conti Federal Quality System. Primary scope divisions will include but not limited to: Division 25, 26, 27, 28, and 33.

Responsibilities:

  • Document Review

  • Reviews drawings, submittal packages, and specifications from their specific technical viewpoint to assist with contract compliance, submittal/drawing/specification conflicts, potential issue detection, design problems, constructability, etc., while coordinating connections to all other building aspects.

  • Guides Conti on standard codes (NEC and NFPA 70) and industry practices within their assigned scope.

  • Uses knowledge and experience to explore opportunities for Value Engineering, and issue detection/avoidance.

  • Reviews of drawings, RFP requirements, and specifications during the estimating and preconstruction phases to ensure contract compliance.

  • Coordinates with the Director of Quality and assists the project QCMs to ensure timely and accurate submittals.

  • Periodically reviews the project Quality Control Documentation (rework costs, first-time quality, non-conformance reports, etc.) and generates accurate reports on actions and trends. Works with the team to correct systemic issues and drive improvements.

  • Job Site Analysis and Support

  • Reports to the Director of Quality (DQC) for any upcoming technical requirements and potential issues on a project

  • Conducts site visits to review installation and ensure high-value quality with electrical, security and alarm systems.

  • Provides support to the project team when technical issues arise by investigating the root cause of issues and implementing corrective actions.

  • Acts as a temporary project Quality Control Manager as needed.

  • Assists QCMs as needed with submittal review(s) and project needs.

  • Assists the QC Managers with employing the Conti Quality System at the project level.

  • Periodically reviews incoming products and materials to ensure standards and codes are being met (specification, grade, timeliness, etc.).

  • Knows the schedule and estimate strategy. Ensures the quality management systems are properly integrated to provide the most efficient and goal-oriented program possible.

  • Manages the commissioning process at project sites.

  • Process Improvement

  • Continually strives to improve processes to reduce waste. Develops and discovers new methods to make the company more competitive and profitable.

  • Stays updated with the latest industry trends, technologies, and best practices and employs these into the Conti Federal Quality System

  • Reviews specification requirements with the Client Quality Representative, Quality Control Manager and Superintendent to ensure all testing/inspections are properly performed and data is collected accurately.

  • Initiates, tracks and communicates non-conformance corrective action/resolutions with the project team.

  • Assists DQC with building QCE processes, lessons learned, and technical requirements.

  • Additional Responsibilities

  • Complies with safety procedures/policies and supports compliance among all employees, subcontractors, and vendors.

  • Establishes excellent working and professional relationships with the clients and their representatives and/or field inspectors.

    Qualifications

  • For Security Clearance Requirements – Must be a US Citizen.

  • Bachelor's of Science Degree in Engineering, Architecture or Construction Management. Experience may be considered instead of education.

  • 15 or more years of relevant construction industry experience in their area of expertise (Electrical, Security, and Life Safety) required. Federal construction experience preferred.

  • Experience with submittal management.

  • Ability to read and understand contract drawings and specifications.

  • Current USACE Construction Quality Control for Contractors certification.

  • Strong verbal and written skills.

  • Proficient in Microsoft Suite (Excel, PowerPoint, Outlook, Word, etc.).

  • Previous experience as a project Quality Control Manager preferred.

  • Proficient in the Three Phases of Control Quality Management System utilized by USACE and other Federal Government Agencies preferred.

  • Trained in and experience with the USACE Resident Management System (RMS) 3.0 and NAVFAC eCMS preferred.

  • Previous experience working with Building Information Modeling (BIM) to reduce project conflicts and optimize project performance.
