Orlando Utilities Commission OCM Planning & Program Administrator in Orlando, Florida

We are seeking a collaborative and influential professional to support the planning, execution, and continuous improvement of the Orlando Utilities Commission (OUC) Portfolio Lifecycle.

In this role, you will lead the development of a formal organizational change program (OCM), coordinate change initiatives across programs, manage resources, stakeholder engagement, and sponsor communication to ensure alignment with organizational goals, and manage financial aspects in line with the PUC portfolios. The Administrator is also responsible for change reporting, tracking program performance, and managing financial aspects.

The ideal candidate will have:

  • Bachelor’s Degree in Computer Science, Information Technology, Business Administration or a directly related field from an accredited college or university;

  • Minimum of seven (7) years of experience in program management, including successful oversight of large, complex projects or programs (required);

  • Minimum of three (3) years of problem-solving experience in a business-facing role;

  • Demonstrated experience communicating with diverse teams.

  • Proficient in developing and establishing programs

  • Excellent communication and presentation skills

Salary Range: $116,618.40 - $145,773.89 annually - commensurate with experience

Job Purpose:

Program Planning & Program Administrator oversees and ensures consistency and efficiency in the execution of Orlando Utilities Commission (OUC) Portfolio lifecycle. Coordinate project and resource management within programs, stakeholder and sponsor communications, reporting and program financial management aligned to PUC portfolios The Planning and Program Manager reports to the Manager of Technical Delivery (PPMO) and assists with leading effective portfolio management practices.

Primary Functions:

  • Lead the development of the overall approach for the program, its major timeframes and the definition of major deliverables to address or meet the needs of desired outcomes;

  • Partner with Delivery Managers to ensure consistency of delivery method across all OUC portfolios;

  • Partner with Delivery Manager, Sponsor and Strategy to develop measurable objectives and key performance indicators used for portfolio health;

  • Lead efficiency of Portfolio management by establishing process, reporting standards, templates and tools;

  • Track at a high-level portfolio status, health and financials;

  • Continually research industry best practice for portfolio and program management and recommend adjustments as needed;

  • Lead the Operations Planning process with Delivery Managers from intake to project selection;

  • Collaborate with Manager of Planning & Program Management with demand capacity planning and execution;

  • Establish and maintain tool Portfolio Project Management tool (PPM); maintain training for Delivery Managers and respective primary users;

  • Monitor program activities, ensuring the, quality and integrity of information, while providing consistency in content and presentation across the organization;

  • Ensure that overall program goals are in line with business objectives and achieved.

  • Prepare monthly/quarterly reporting of portfolio and program health for executive leadership as needed;

  • Prepare executive level presentations as required;

  • Establish standards and procedures for project reporting and documentation;

  • Benchmark portfolio and project management performance continuously to identify the potential for improvements and increase capability in project and portfolio management;

  • Support the creation, implementation and tracking of metrics to track and improve project management process and outcomes;

  • Coach and mentor team members, executives and others who need assistance and advice regarding project management practices. Support the training and mentoring of rising project managers within PMO and Business units;

  • Cultivate continuous improvement by creation, coordination, enhancement and implementation of PMO templates, policies, procedures;

  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge in all, but not limited, to the following:

  • Distinctive blend of business, IT, financial and communication skills. This blend is vital because this is a highly visible position with substantial impact;

  • Experience leading teams to reach a common agreement, coaching and mentoring team members;

  • Knowledge of project management methodology and experience or familiarity with major, defined program management approaches (for example, that of the Project Management Institute and agile approaches);

  • Significant knowledge of portfolio management and implementation of tools for tracking and reporting;

  • Strong business acumen, including industry and domain specific knowledge of the organization and business units. Familiarity with industry trends and innovation;

  • Strong knowledge of Microsoft PowerPoint, including multiple ways of displaying financial information in graphs, charts and tables using Excel to comparable tools.;

  • Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence;

  • Ability to support a tactical resource plan by mapping future demand to forecast project completions in the project portfolio;

  • Ability to match the needs of a variety of business and technical audiences;

  • Excellent use of verbal communication skills to influence project teams and decision makers with or without direct leadership involvement;

  • Understand and apply governmental accounting practices in maintenance of financial records;

  • Ability to make arithmetic computations using whole numbers, fractions and decimals, rates, ratios and percentages;

  • Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Education/ Certification/ Years of Experience Requirements:

  • Bachelor’s Degree in Computer Science, Information Technology, Business Administration or directly related field from an accredited college or university;

  • Minimum of seven (7) years of experience in program management including successful oversight of large, complex projects or programs (required);

  • Minimum of three (3) years of problem solving experience in a business facing role;

  • PMP or other project management certification (preferred);

  • Demonstrated experience leading though diverse teams.

Working Conditions:

This job is absent of disagreeable working conditions. This job is performed in an office work environment. This role may require availability outside of regular business hours, particularly during project implementation phases to accomplish the goals of the project.

Physical Requirements:

This job includes very frequent speaking/hearing, typing, writing, and detailed inspection. This job requires frequent standing, walking and sitting. There may be occasional lifting up to twenty (20) lbs.
